Background <br /> <br />LSA Design was hired by the City to evaluate transit and parking demand, and to <br />determine optimal location and phasing of parking facilities within the RTC core <br />area. As a result of these studies it was recommended to construct an 800 stall <br />parking facility (400 to be used as park and ride stalls) located between the City <br />Hall and a proposed movie theater. <br /> <br />Proposal <br /> <br />The Ramsey Municipal Parking Facility is proposed to be constructed in two <br />phases. The first phase will provide 630 parking stalls (200 to be used as park <br />and ride stalls) and the second phase will provide an additional 110 stalls for a <br />total build out of 840 parking stalls (400 to be used as park and ride stalls). Note: <br />The final design of the parking facility results in a sfightly higher number of stalls <br />than 800. <br /> <br />We are requesting site plan approval for both Phase I and II of the parking <br />facility. Phase lis proposed to be constructed in 2005 and Phase II is proposed <br />to be constructed in 2009. The site plan application also includes a request for <br />approval of a shelter/canopy bus waiting area on the south side of Civic Center <br />Drive. The Ramsey Municipal Parking Facility will be located on the same lot as <br />the City Hall and is considered an accessory use. The Ramsey Municipal Parking <br />Facility will provide parking for Park & Ride patrons, City Hall staff and for the <br />proposed retail/office/entertainment uses adjacent to the parking facility. <br /> <br />Site Plan <br /> <br />The Ramsey MUnicipal Parking Facility is located between Civic Center Drive <br />and Sunwood Drive. Future retail is proposed to be located between the facility <br />and Sunwood Drive and a movie theater is proposed to the west of the parking <br />facility. <br /> <br />The parking facility will have full access from Civic Center Drive and an entrance <br />only access from Sunwood Drive. The site plan is maintaining an area for future <br />service drives to be located between the parking facility and the future retail to <br />the north, and between the parking facility and the movie theater to the west. The <br />facility will provide pedestrian access to the City Hall and will provide a prominent <br />pedestrian access from Sunwood Drive to Civic Center Drive. <br /> <br />Civic Center Drive is being designed to accommodate a pull-off area for two 45' <br />coach buses on both the north and south side of the street. The south side of the <br />street will be A.M. pickup with service continuing to the east/south. The north <br />side of the street will be P.M. pickup with service continuing to the west/north. A <br />conceptual design has been provided for a transit station located on the south <br />side of Civic Center Drive.
