INTRODUCTION <br /> <br />The City received a petition for various utility and street improvements on September 15, <br />2004. :\ copy of this petition :is included in Appendix A. This petition was considered <br />by the City Pubkic Works committee on September 21, 2004, and was forWarded to the <br />City Council with a recommendation that a 'feasibility study be prepared. This <br />recommendation was ratified by the 'City Council at the October 12, 2004 meeting. <br /> <br />The section of Ebony Street between 137th Avenue and Riverdale Drive is illustrated in <br />Figure 1, along with the Properties which front on this segment. The owners of these <br />nme properties :are identified in Appendix B. Tln:ee of these property owners <br />(representing four of these properties) have petitioned for these improvements pr!marily <br />fbr the purpose of making the sewer and water utilities available which will allow them to <br />more intensively ~develop their properties. There a~re several improvements which should <br />be undertaken in conjunet{on with the extension of sewer and water. The current <br />condition of Ebony Street is poor-and would soon require a bituminous overlay Of the <br />existing pavement or a Complete-rec¢nstructim-t. Second, the width of Ebony Street is 40 <br />feet which is excessive considering the faCt that it is neither a collector nor arterial street. <br />The street has a bituminous berm curls in a neighborhood where all of the surrounding <br />street have concrete curb and gutter.. Finally it would be desirable to loop the watermain <br />between 137~' Avenue and Riverdale Drive to provide increased system flexibility and <br />improved fire flow capabilities. <br /> <br />This report will identify the cun'ent conditions and along with the proposed <br />improvements and the associated costs. Finally this report will outline the proposed <br />method of financing for each element of the improvements. <br /> <br />EXISTING CONDITIONS <br /> <br />This segment of Ebony Street was co~lstructed in 1976 to a width of 38 feet. The <br />pavement is believed to consist °ftw0 inches of wear course bitmninous on top of four <br />inches of class 5, The street !~as a bitUminoUs berm curb. The curb and pavement are in <br />generally poor condition due to age. <br /> <br />City sewer and water are presently located in both Riverdale Drive and in 137t~' Avenue. <br />Sewer and water mains have been stubbed such that they may be extended northward <br />fi'om 137t~' Avenue and southward fi'orn Riverdale Drive down Ebony Street. Parcels A, <br />B, and C are curreqtly occupied by a s~elfstorage facility which is serviced with <br />naunicipal sewer and water fi'om a connection onto Riverdale Drive. The Superbowl <br />(Parcel F) is connected to municipal sewer and water fi'om a connection onto Riverdale <br />drive. Parcel [ is connected to municipal sewer and water through a connection onto <br />[37th Avenue. Parcel E is not connected to rnunicipal utilities, but has two service <br />laterals for each utility stubbed to. the property line off of 137t~' Avenue. (This tot is large <br />enough to be divided into two or possibly three lots with municipal services.) <br /> <br /> <br />
