Recommendation: ~ <br /> <br />After much discussion regarding the trail location, appropriate parking stalls, traffic concerns, <br />and potential ponding issues, the planning Commission recommended approval contingent upon <br />the following: ~ <br /> <br />I. Compliance with City Staff Review Letter dated No;qember 24; 2004; <br />2. Obtaining a variance for imperviOus surface restriction in the Scenic River Overlay <br /> District; <br />3. Working with Staff to address the trail plan including making the 3ecommendation to the <br /> Park and. Recreation Commission: on the proposed location discussed by the Planning <br /> Commission; <br />4. Looking at methods to control on-Site traffic flow; <br />5. Enhance screening along Xkimo Street; <br />6. Reducing parking stalls to a reasonable number. <br /> <br />Subsequent to the Planning Commission the aboVe items have been addressed: <br /> <br />1. The applicant has revised the site plan to address outstanding issues stated in the review <br /> letter. : <br />2. The Board of Adjustment approved a variance to impervious surface at their January 6, <br /> 2005 meeting. <br />3. Addressed as part of the Final Plat <br />4. Speed limit signs have been requested and the Public Works department has installed <br /> speed limit signs along Xkimo Street. <br />5. The revised landscape plan shows a berm and additional plantings along Xkimo Street. <br />6. The parking stalls provided has been reduced from 77 to 53. <br /> <br />Finally, concern was expressed relatiVe to the flOoding in Rivers Bend Park. The park is located <br />within the flood plain of the Rum River and does periodically flood. This flooding occurs as a <br />result of high water levels on the RUm River, and the additional runoff from this proposed <br />development has an insignificant effect on the flood elevation. <br /> <br />City Staff recommends approval coritingent upon compliance with City Staff Review Letter <br />dated February 4, 2005,installing a bitUminous trail along Highway #47, and receiving final plat <br />approval of Ramsey Office Park. <br /> <br />Council Action: <br /> <br />Motion to approve the site Plan contingent upon compliance with City Staff Review Letter dated <br />February 4, 2005 and receiving final plat approval of Ramsey Office Park. <br /> <br />-or- <br /> <br />Motion to deny the proposed plat. <br /> <br />CC: 2/8/05 <br /> <br /> <br />
