Associate Planner Wald advised that the gate was removed at the City Council level for safety
concerns.

Mr. Petro stated that on: this proposal, he is concerned with the way the road dead ends to the
west with a cul-de-sac. He indicated he believes there will be families with young kids, not just
empty nesters, and he wonders where the kids will play. He stated the natural path for kids to get
to Nowthen Boulevard from that cUl-de-sac !s through his yard.

Milt Weichelt thanked ChairperSon Nixt for his comments, stating those are the neighbors
concerns. He indicated he had a report that Says Staff recommends approval, and asked what that
means.

Chairperson Nixt stated it means that Staff believes for a sketch plan this could be approved and
move forward to a more detailed planning phase.

Mr. Weichelt stated that was ridiculous, and Staff must not have looked at this plan at all.

Commissioner Brauer indicated there are times when the Planning Commission does not agree
with Staff's recommendation, but he stated he has been on other Commissions and he believes
Ramsey has one of the best staff with which he has ever worked. Commissioner Johnson agreed
wholeheartedly.

Associate Planner Wald stated that before the Commission votes on the motion to table the case,
it would be appropriate to hear the ApPlicant's preference on the options at this point: table the
case or request a recommendation frOm the Planning Commission to take forward to the City
Council.

Mark Strandlund stated he would like to move this on to the City Council. He indicated these are
not starter homes, they are $250,000 to $300,000 homes, and in past developments they were
sold 90% of the time to empty nesters.

Community Development Director Trudgeon indicated the purpose of the sketch plan is to
identify issues before the applicant has significant investment in the project. He stated they heard
a lot of testimony tonight, and if the applicant wants to bring it forward and put his resources into
the project he should be allowed to do that.

Commissioner Johnson withdrew his motion to table this request, and Commissioner Brauer
withdrew his second.

Motion by Commissioner Johnson, seconded by Commissioner Brauer to deny the sketch plan.

Further Discussion:

Planning Commission/January 6, 2005
page 14:of 21
