CASE # ADOPT RESOLUTION TO SCHEDULE A PUBLIC HEARING REGARDING TIlE ESTABLISHMENT OF A HOUSING AND REDEVELOPMENT AUTHORITY By: Sylvia FrOlik/HRA Executive Director Background: The City of Ramsey has been in discussions about the creation of a Housing and Redevelopment Authority (HRA) in recent years. In recent months, staff has been directed to begin the process of establishing an HRA. At the February 1; 2005, City Council Work Session, City Staff presented a schedule of tasks robe accomplished with respect to establishing an HRA. Observations: In accordance with State Statutes, it is necessary for the City Council to adopt a resolution scheduling a public hearing to consider the establishment of a HRA. A resolution is enclosed that proposes to conduct the public hearing at the February 22 City Council meeting. State Statute also requires that the City seek the approval of the Anoka County HRA and the Department of Employment and. Economic DeVelopment (DEED) to establish an HRA. Recommendation: City Staff recommends that City Council adopt the proposed resolution scheduling a public hearing date. Staff also requests that': the Mayor and City Administrator be authorized to forward written requests for the formation ora Ramsey HRA to the Anoka County HRA and DEED. Council Action: Motion by Councilmember and seconded by Councilmember to adopt Resolution #05-02- _ to schedule a public hearing on February 22, 2005 for the consideration of establishing a HRA. Motion by Councilmember :and Seconded by Councilmember authorizing the Mayor and City AdministratOr to seek apPrOvals from Anoka County HRA and DEED for the formation of a Ramsey HRA.: Review Checklist: City Administrator Asst.
