CASE # <br /> <br />CONSIDER ACcEss MOD~IFICATIONS TO CR116 AND ELIMINATION OF <br />ARGON sTREET GATE <br /> By: SteVen J, Jankowski, City Engineer <br /> <br />Background: <br /> <br />Anoka County is cUrrently in the:process of preparing plans for a highway project on <br />County Road 116 to be constructed inAugust of 2005 which will include a traffic signal <br />at Dysprosium Street and a four lane, divided median highway between TH 47 and <br />Dysprosium StreeL As a part-°ftheSeiimprovements, some accesses onto County Road <br />116 are being proposed for elimination as a.measure to enhance safety, including Barium <br />Street (a private street) into the Mallard Ponds development. <br /> <br />The proposed closure of this acceSs would result in 140th Avenue becoming the single <br />remaining access into the Mallard pOnds townhouse development. A potential second <br />access point exists at Argon Street between the Flintwood Hills 3rd and Mallard Ponds <br />developments. Currently this access is gated: and is to be used only in emergency <br />situations. The City Police and Fire departments have concerns over how well this access <br />would work in an actual emergency situation. City staff has recommended to the Public <br />Works Committee that if Barium Street isto be closed that the gated access at Argon <br />Street be removed.: It was the cofiSensUS of the Public Works Committee that there <br />needed to be more than one aCcessint° the Mallard Ponds development and that the gated <br />access at Argon street be removed: HOwever the Committee also recommended that <br />local resident input!on this pr°po~al belsOlicited and that some traffic modifications be <br />considered to minimize traffic froTM oUtside the neighborhood. <br /> <br />Staff would support the posting of a sign sOuth of the intersection of 142nd Avenue on <br />Argon Street stating "No Though ;rraffic - Private Street" to discourage public travel <br />through the Mallard Ponds subdi<ision! as.was suggested by a neighborhood resident at <br />the Public Works meeting. Slaffhas als° prepared a preliminary analysis of traffic <br />impacts caused by the closure:of ~42nd iStreet between Argon Street and the private <br />backage road serving the commercial properties on the west side of TH 47. These results <br />are attached to this case. This waS a sUggeSted remedy to discourage public travel <br />through this neighborhood Which was presented at the Public Works Committee meeting. <br /> <br />Notification: <br /> <br />Individual letters were sent to each of the properties identified on the attached figure <br />advising them that this issue woul~t be On the agenda of this City Council meeting. <br /> <br />q <br /> <br /> <br />
