North Dayton Development AUAR <br />Accounting for additional traffic from the proposed development, the following mitigation will also be <br />necessary to accommodate the full projected 2025 volumes: <br />• Construct a single -lane roundabout at the Dayton River Road/Pineview Lane intersection, <br />reserving right-of-way for future right turn lanes, or a traffic signal with dedicated turn lanes. <br />Hennepin County prefers dedicated turn lanes at its county road intersections and could request them at <br />the proposed development key access intersections. Three study intersections are considered these key <br />access points with entering and exiting traffic from the development: Dayton River Road/River Hills <br />Parkway, Dayton River Road/Vicksburg Lane, and North Diamond Lake Road/Zanzibar Lane. Although <br />the capacity analyses suggest no improvements are necessary, the County may still request dedicated turn <br />lanes at these intersections. <br />Beyond year 2025, the long-range time frame and uncertainty of potential developments, roadway <br />network, and travel patterns result in multiple assumptions for this analysis. Due to this inherent <br />uncertainty, year 2040 recommendations should not be constructed today. Instead, right-of-way should be <br />preserved for these needs when required based on actual traffic growth. <br />The following modifications to the study roads and intersections, assuming the planned roadway network <br />is implemented, are recommended for the year 2040 to address potential issues due to general background <br />growth and other specific development traffic with or without the proposed North Dayton site: <br />• Continue to work on long-term solutions with other agencies to accommodate future congestion <br />on the TH 169 and CSAH 81 corridors. <br />• Construct a multi -lane roundabout at the Dayton River Road/South Diamond Lake Road <br />intersection, with two-lane Dayton River Road approaches, or a traffic signal with dedicated turn <br />lanes. <br />• Construct single -lane roundabouts or traffic signals with dedicated turn lanes at the intersections <br />of 129th Avenue/Pineview Lane, Dayton River Road/Brockton Lane, and South Diamond Lake <br />Road/Pineview Lane. <br />• Continue to update signal timing at all signalized intersections at least every three to five years. <br />With the North Dayton proposed development traffic contributing to the study area volumes, the <br />following additional 2040 mitigation is recommended: <br />• Provide dedicated right turn lanes for the Dayton River Road/Pineview Lane intersection single - <br />lane roundabout using the reserved right-of-way if a roundabout was constructed as part of the <br />2025 mitigation. <br />• Construct a single -lane roundabout or a traffic signal with dedicated turn lanes at the N Diamond <br />Lake Road/Zanzibar Lane intersection. <br />• Construct multi -lane roundabout at the Dayton River Road/N Diamond Lake Road intersection, <br />with two-lane Dayton River Road approaches, or a traffic signal with dedicated turn lanes. <br />35 <br />
