North Dayton Development AUAR <br />4) Indicate source of trip generation rates used in the estimates, <br />The trip generation analysis for the development site was established using the methods and rates <br />published in the Institute of Transportation Engineers (ITE) Trip Generation Manual, 10th Edition. <br />It should be noted that Spack Consulting has also completed trip generation studies in the Metro area <br />and found the local trip generation rates for residential uses to be lower than the comparable ITE <br />rates. For the purposes of this study, ITE trip generation rates were used to provide a conservatively <br />high estimate. <br />See the Traffic Impact Study for full details of the traffic expectations and any recommended <br />mitigation. <br />5) Availability of transit and/or other alternative transportation modes. <br />Transit and alternative transportation modes are limited for this site with bus service provided along <br />Dayton River Road and TH 169 only. Also, trails/sidewalks are provided on the east and west end of <br />Dayton River Road, as well as on S. Diamond Lake Road, TH 169, River Hills Parkway, and 141' <br />Avenue near Trunk Highway 101. <br />b. Discuss the effect on traffic congestion on affected roads and describe any traffic improvements <br />necessary. The analysis must discuss the project's impact on the regional transportation system. If <br />the peak hour traffic generated exceeds 250 vehicles or the total daily trips exceeds 2,500, a traffic <br />impact study must be prepared as part of the EAW. Use the format and procedures described in <br />the Minnesota Department of Transportation's Access Management Manual, Chapter 5 (available <br />at: http://www.dot.state.mn.us/accessmanagement/resources.html) or a similar local guidance. <br />A Traffic Impact Study for the proposed site was completed in May 2018. Each scenario (City's land use <br />and Developer's land use) assumed the proposed development was one-third complete by 2025 with full <br />occupation by 2040. Since the Developer's land use plan is expected to have less traffic than the City's <br />land use plan, traffic operations were only evaluated using the Developer's land use plan. <br />Due to general background growth and adjacent specific developments, the following mitigation is <br />recommended with or without the proposed North Dayton development for the year 2025: <br />• Continue to explore options for corridor improvements on the TH 169 and CSAH 81 corridor <br />with other agencies. <br />• Re -stripe the Dayton River Road approach to TH 169 to provide dual left turn lanes, a left <br />turn/through lane, and a right turn lane. Additional pavement on northbound TH 169 will be <br />needed. <br />■ Update signal timing at all signalized intersections at least every three to five years. <br />• Construct a single -lane roundabout at the N Diamond Lake Road/Brockton Lane, reserving right- <br />of-way for future right turn lanes, or a traffic signal with dedicated turn lanes. <br />34 <br />
