Conclusions and Recommendations <br />The traffic impacts of the proposed development, and background city developments, <br />were thoroughly studied and the principal findings for the 2025 analysis are: <br />• The proposed North Dayton Site development is expected to generate similar <br />traffic compared to the 2030 Future Land Use plan, with 4,882 trips compared to <br />approximately 4,820 trips during an average weekday (assuming 1/3 of the total <br />residential units are developed). <br />• During an average weekday, the a.m. peak hour trip generation is about 373 <br />trips for the proposed North Dayton Site compared to 349 trips for the 2030 <br />Future Land Use plan. The p.m. peak hour trip generation comparison is 492 <br />trips and 453 trips for the proposed North Dayton Site and 2030 Future Land <br />Use plan, respectively. <br />• The TH 169 and CSAH 81 corridors are currently at or over the planning -level <br />capacities for their types of facilities and volumes are expected to continue to <br />increase into the future. <br />• Due to background growth, other area developments, and the proposed North <br />Dayton site, corridor volumes on 141 st Avenue near Brockton Lane are close to <br />its nearing -capacity planning level. <br />• Similarly, the intersections of Dayton River Road/TH 169, N Diamond Lake <br />Road/Brockton Lane operate with failing delays by the 2025 No -Build scenarios <br />while Dayton River Road/Pineview Lane operates with failing delays or queuing <br />by 2025 Build scenario. <br />Additional analysis was completed for the year 2040 with the following findings: <br />• The proposed North Dayton Site development is expected to generate <br />significantly less traffic compared to the 2030 Future Land Use plan, 16,820 trips <br />compared to approximately 20,822 trips during an average weekday. <br />• The peak hour trip generation has a similar comparison with the proposed North <br />Dayton plan generating about 15% less traffic than would be expected under the <br />2030 Land Use plan. <br />• Additional roadway upgrades are expected by 2040 including the 1-94 <br />interchange connecting 1-94, CSAH 81, French Lake Road, Brockton Lane, and <br />Zanzibar Lane. <br />• The TH 169 and CSAH 81 corridors will continue to operate above capacity as <br />volumes from general growth, specific development in the area, and this <br />proposed North Dayton development contribute to higher volumes. <br />• Dayton River Road, Brockton Lane, and 141 st Avenue begin to see volumes <br />close to or just above the nearing congestion range under the 2040 Build <br />scenarios. <br />• Dayton River Road/TH 169 operates with failing LOS delays under the expanded <br />configuration by the 2040 No -Build Scenario. Further expansion may not be <br />feasibly due to adjacent developments and the roadways proximity to the <br />northern river crossing. <br />Traffic Impact Study 27 <br />North Dayton Development <br />=CONSULTING <br />
