The proposed project would entail the <br />development of approximately 560 acres. Complete development of the site would result in multi -phased <br />development consisting primarily of single-family residential surrounding a core of mixed -use <br />development. The development density is expected to average approximately 3 units per acre, with 1,500 <br />to 1,700 single-family residential homes and approximately 28 acres of mixed -use development. An <br />Alternative Urban Areawide Review (AUAR) will be prepared based upon the findings from this SEAW. <br />The project is planned to begin in 2019. The project area (GUAR area) is generally located north of <br />North Diamond Lake Road, south of Dayton River Road, and east of the Dayton Golf Course. <br />Council staff reviewed the SEAW to determine its adequacy and accuracy in addressing regional <br />concerns, and its potential for significant environmental impact. The following comments are offered <br />concerning specific items that should be incorporated into the AUAR document. <br />Item 6 — Project Description <br />Environmental Quality Board guidance states that the AUAR document must review at least one <br />development scenario based on and consistent with the City's comprehensive plan update (CPU) <br />in effect when the AUAR is officially ordered, which we assume is the 2030 CPU. <br />Additionally, at least one proposed development scenario should be consistent with the City's <br />draft 2040 CPU, should its land use guidance for this area be different from the 2030 CPU, to <br />minimize the need for a comprehensive plan amendment (CPA) following the environmental <br />review process. <br />The SEAW indicates the City's 2030 Comprehensive Plan's future planned land uses are being <br />re -guided through the City's official planning process for the 2040 CPU. The project description <br />indicates that approximately 1,500 to 1,700 single-family residential homes and approximately 28 <br />acres of mixed -use development are anticipated in the project area (see Figure 4). Mixed use is <br />only briefly mentioned in this context. Please provide additional context for this area and its mix <br />of uses in the AUAR.
