Voting No: None. <br /> 7.02: Consider Approving Letter of Support for Anoka County Grant Application for <br /> Roundabout at Armstrong Boulevard and Alpine Drive <br /> City Engineer Westby reviewed the staff report and recommendation to support the request <br /> based on the existing skewed geometrics of the intersection and the higher than average number <br /> of crashes observed over the last three years. <br /> Councilmember Kuzma stated that he is not in favor of this as he does not think the intersection <br /> is a problem and believes that this would cause traffic congestion that is unnecessary. <br /> Acting Mayor LeTourneau asked for input on the issue of safety at this intersection. <br /> City Engineer Westby stated that the data provided by Anoka County includes crash data from <br /> 2013 to 2016. He stated that there have been 11 accidents, six of which were injury accidents <br /> and noting that one of the accidents involved a bicyclist. He stated that based on this type of <br /> intersection, that is a high number of accidents, especially injury accidents and that is why some <br /> type of intersection control is needed. <br /> Acting Mayor LeTourneau asked the other variables that create a safety issue. <br /> City Engineer Westby stated that the main issue is the sightlines, noting that the east leg of <br /> Alpine Drive comes in at a high angle to Armstrong which causes problems. <br /> Councilmember Kuzma stated that he thinks the problem is with people making a turn on Andrie <br /> and people going around those turning vehicles on the shoulder and therefore would be more of <br /> an enforcement issue for the police. <br /> Councilmember Johns asked if there would be an impact to firetrucks, noting the proximity to <br /> the fire station. <br /> City Engineer Westby replied that the roundabout would be constructed to accommodate large <br /> vehicles. <br /> Councilmember Riley stated that he would have agreed that this is not a dangerous intersection <br /> until the facts were presented tonight. He stated that he is concerned with people using <br /> roundabouts correctly but acknowledged that Anoka County is continuing to use roundabouts <br /> and will continue to add them. <br /> Councilmember Shryock stated that she is generally not in favor of roundabouts as people often <br /> do not know how to use them. She stated that in doing research online she did find that <br /> roundabouts tend to reduce the number and impact of accidents.
