Pavement Condition Performance Measure Explanation <br />Anoka County's decision to repave or overlay a roadway is assisted by monitoring the <br />Pavement Quality Index (PQI), which quantifies the pavement condition based on surface <br />distress and wheel path roughness. The PQI rating system ranges from 0 to 100, with 100 <br />being the best quality roadway. The County classifies PQI using the following categories: <br />» <br />Very Good (81-100) <br />Good (61-80) <br />Fair (41-60) <br />Poor (21-40) <br />Very Poor (1-20) <br />When a roadway drops below the minimum thresholds (which vary depending on the traffic <br />volume, as identified below), the County will either plan to recondition the pavement <br />surface or reconstruct it. <br />» <br />» <br />Road Segments with Average Annual Daily Traffic (AADT) >11,001 and PQI <60 <br />Road Segments with AADT 6,001-11,000 and PQI <55 <br />Road Segments with AADT 3,001- 6, an0 d PQI <50 <br />Road Segments with AADT < 3,000 and PQI <45 <br />Bridge Condition Pea <br />The bridges on the county road system are inspected on a regular basis for safety and <br />condition. The Bridge Structural Condition Rating is a broad measure of the structural <br />condition of a bridge (or culvert). Each bridge is categorized as "Good,"Satisfactory," "Fair," <br />or "Poor" by using 4 National Bridge Inventory (NBI) condition ratings and 2 NBI appraisal <br />ratings. <br />Bridges are typically rated in three components — deck, superstructure and substructure. <br />If a bridge spans over a waterway, the channel must also be rated. The 4 NBI condition <br />ratings are Deck Condition, Superstructure Condition, Substructure Condition, and <br />Culvert Condition. The 2 NBI appraisal ratings are Structural Evaluation and Waterway <br />Adequacy. Condition Ratings and Appraisal Ratings use a scale from 0 to 9 where 9 is <br />"Excellent" and 0 is "Failed." The criteria for the 4 categories are identified in Table 2.
