(This is defined as Structurally Deficient). <br />Structural Evaluation is an appraisal rating that in plain English describes an overall rating of the condition of the bridge <br />structure. This is the summary of the separately rated conditions of the structural components of the bridge. This is the truest <br />measure in the National Bridge Inventory of the structural fitness of a bridge. <br />e The Waterway Adequacy Appraisal Rating is a general assessment of the waterway opening with respect to the passage of flow <br />through the bridge. This rating is based upon the frequency of "overtopping" of the bridge and approach (and the resultant traffic <br />delays). The functional class of the roadway is also taken into consideration. <br />Source: Minnesota Department of Transportation <br />Transportation System Stewardship Strategies <br />The following list of strategies have been identified to achieve this transportation system <br />stewardship goal and related objectives: <br />Place the highest priority for transportation investments on strategically <br />preserving, maintaining, and operating the transportation system; and <br />Regularly review planned maintenance preservation and reconstruction projects to <br />identify cost-effective opportunities to incorporate improvements for safety, lower - <br />cost congestion management and mitigation, strategic capacity, transit, bicycle <br />and pedestrian facilities. <br />2.2 GOAL 2: SAFETY AND SECURITY <br />The County seeks to provide a safe and secure transportation system for all users. <br />Safety and Security Objectives <br />With this broad, long-term goal in mind, the County has identified the following objectives <br />to help realize this safety and security goal by 2040: <br />ANOKA COUNTY 2040 TRANSPORTATION PLAN UPDATE CHAPTER 2 -TRANSPORTATION GOALS 8 <br />
