Existing Traffic Analysis <br />A planning level congestion analysis <br />was performed for the existing <br />roadways based on the daily traffic <br />and roadway capacity. Existing year <br />2015 traffic volumes and congestion <br />levels for the roadways within the <br />County are depicted on Figure 7. <br />Roadway traffic congestion and <br />operations are categorized by Level <br />of Service (LOS) letter grades of "A" <br />through "F". LOS A indicates the <br />best traffic operation, with vehicles <br />experiencing minimal delays. LOS <br />F indicates that demand exceeds,, 'fighWay 169/HtgM wo; A <br />ng <br />capacity and that drivers experience <br />significant delays and traffic <br />congestion. The Metropolitan Council defines LOS D as the minimal acceptable LOS. <br />Table 6 illustrates the LOS categories, approximate volume -to -capacity (V/C) ratios, and a <br />general description of the traffic operations. <br />The capacity of a roadway is a measure of its ability to accommodate a certain volume of <br />vehicles. The factors affecting capacity include roadway geometric conditions such as <br />number of lanes, design standards and traffic controls. At this planning level of analysis, <br />the daily capacities for different roadway types were estimated based on the Highway <br />Capacity Manual, the number of lanes, and the hourly per -lane capacity in the regional <br />model.
