Access Management <br />Access Management is the proactive management of <br />access to land parcels adjacent to roadways. Good <br />access management promotes the safe and efficient <br />use of the transportation network. Through our access <br />management program, we strive to achieve an optimal <br />balance between property owner needs for access with <br />operating a safe and efficient transportation system. <br />Proper access management will minimize or manage <br />the number of potential conflict point along a roadway <br />and result in increased capacity, reduced crashes, and <br />reduced travel times. <br />10 to 15 percent of all crashes can <br />be attributed to driveway conflicts <br />Connecting driveways and streets also affect the <br />efficiency and capacity of the county roadway system. <br />Ideally, access to a county roadway should only be via <br />other minor arterial roads or collector streets. Direct <br />driveway access should be oriented to the collector and <br />local street system. <br />Access Management strategies include: <br />• Minimizing direct driveway access points to <br />decrease turn movement conflicts <br />• Spacing street and driveways further from <br />major intersections <br />• Proper network spacing for intersecting <br />roadways and streets <br />• Providing optimal signal spacing for <br />coordinated traffic flow <br />• Ensuring desired entering sight distance <br />guidelines are met <br />• Use of channelization to preclude selected <br />conflicting turning movements <br />These methods are implemented by the county <br />through its review and comment authority on <br />preliminary plats and via its access permitting authority. <br />County reviews are coordinated through the Plat <br />Review Committee described in the following section. <br />The county has developed access management <br />guidelines as a reference document for our partners. <br />Travel Demand Management (TDM) <br />Travel demand management (TDM) focuses on <br />understanding how people make their transportation <br />decisions and helping people efficiently use the <br />infrastructure in place for transit, ridesharing, walking, <br />biking and telecommuting. TDM strategies are cost <br />effective in guiding the design of the county's <br />transportation and physical infrastructure so that <br />alternatives to single -occupant driving are naturally <br />encouraged and the county systems are better <br />balanced. <br />The county actively supports Transportation <br />Management Organizations such as the 1-494 Corridor <br />Commission http://www.494corridor.ora/494-Corridor- <br />Commission.php and Move Minneapolis <br />http://moveminneapolis.ora/.
