Transportation Workplan (2019-2023) <br />Transparent Capital Improvement Program <br />(CIP) Process <br />Develop a process for capital improvement <br />programming that is clear, transparent, and inclusive of <br />our primary transportation partners. <br />Long-range Capital Plan <br />Create a capital plan beyond the five-year capital <br />improvement program to inform project development, <br />project programming, and funding decisions. <br />Reducing Disparities <br />Incorporate upcoming work on the intersection of <br />transportation and disparities to incorporate the goal of <br />reducing disparities into our transportation decisions. <br />Emerging Technologies <br />Monitor, track and conduct research to better <br />understand the impact of emerging technologies <br />(AVs/CVs., drones, augmented reality). Activities will <br />include an assessment of impact on existing and <br />planned infrastructure, integration with existing modes <br />and systems, and legal and regulatory issues. <br />Strategic Outreach/Engagement <br />Engagement strategies to respond to our changing <br />demographics will be explored and piloted to develop a <br />set of best practices. <br />Performance Indicators Report <br />Include the Mobility 2040 Performance Indicators in <br />periodic updates to the Hennepin County Board to <br />monitor and track progress towards achieving the <br />adopted transportation goals. Employ a continuous <br />improvement process to evaluate and implement <br />modifications to the performance indicators as <br />necessary. <br />Environment <br />Continue to explore opportunities to improve <br />environmental quality through transportation <br />partnerships, including but not limited, to the use of <br />native roadside plantings to provide pollinator habitats, <br />tree plantings to strategically located tree canopies, <br />(add something on wetlands and water) — natural <br />resources strategic plan. <br />Asset Management <br />Build off of the current asset management plan to add <br />more categories of infrastructure with the long-term <br />goal of including all Hennepin County assets to account <br />for the full life -cycle cost of our infrastructure. <br />Risk Assessment <br />Identifying vulnerabilities before they become <br />emergency situations allows us to adapt and plan for <br />appropriate responses. Conduct vulnerability <br />assessments (landslides, flooding related to climate <br />change), and evaluate strategies to reduce or eliminate <br />vulnerabilities. <br />Plan Alignment <br />The supporting modal and system element plans will be <br />evaluated and modified to ensure there is alignment <br />with this plan and between the supporting plans. An <br />update to this plan will be conducted every five years or <br />in 2023. <br />UMN Research Partnership <br />Continue to partner with University of Minnesota <br />researchers to explore emerging issues, ideas, and <br />technologies affecting transportation. <br />43 <br />
