27. Compatibility with Plans <br />Is the project subject to an adopted local comprehensive plan, land use plan or <br />regulation, or other applicable land use, water, or resource management plan of a <br />local, regional, state or federal agency? X Yes No. <br />If yes, describe the plan, discuss its compatibility with the project and explain how <br />any conflicts will be resolved. If no, explain. <br />The AUAR must include a statement of certification from the RGU that its <br />comprehensive plan complies with the requirements set out in (Minnesota Rules) <br />4410.3610, subpart 1. The AUAR document should address the proposed AUAR area <br />development in the context of the comprehensive plan. If this has not been done as <br />part of the responses to Items 6, 9, 18 21, and others, it must be addressed here; a <br />brief synopsis should be presented here if the material has been presented in detail <br />under other Items. Necessary amendments to comprehensive plan elements to allow <br />for any of the development scenarios should be noted. If there are any management <br />plans of other local, state, or federal agencies applicable to the AUAR area, the <br />document must discuss the compatibility of the plan with the various development <br />scenarios studies, with emphasis on any incompatible elements. <br />City of Ramsey Local Comprehensive Plan. The basis of implementing a large-scale <br />development as covered by an AUAR is the compatibility of that development with the <br />local unit of government's plan for the future of its community. In the Metropolitan <br />Area, this outlook is described in a local comprehensive plan (LCP) prepared in <br />accordance with Minnesota Statutes, Section 473. Among the requirements of this statute <br />is the inclusion of a land use plan with staged development, housing and surface water <br />management components, a public facilities section that addresses transportation, sanitary <br />sewer, parks and open space, and water supply, and finally, an implementation program <br />that describes the financial and institutional methods to be used to implement the LCP. <br />Minnesota Rules 4410.3610 references the need for a local unit of government within <br />which an AUAR is being prepared to certify that the three elements referenced above are <br />contained in its LCP. The City of Ramsey has an adopted 2001 Comprehensive Plan that <br />was most recently amended on February 26, 2002. The following list identifies the <br />specific LCP chapter references meeting the content requirements for AUAR/LCP <br />conformity: <br />- Chapter V - Land Use (existing land use, future land use, historic preservation, <br />solar access protection) <br />- Chapter VI - Transportation Element (framework and goals, existing roadways, <br />analysis of roadway system needs, roadway system plan, transit, aviation, railroad <br />lines, bicycle and pedestrian trail system) <br />27-1 <br />
