31. Summary of Issues <br />List any impacts and issues identified above that may require further investigation <br />before the project is begun. Discuss any alternatives or mitigative measures that <br />have been or may be considered for these impacts and issues, including those that <br />have been or may be ordered as permit conditions. <br />The RGUmay answer this question as asked by the form or instead may choose to <br />provide an Executive Summary to the document that basically covers the same <br />information. Either way, the major emphasis should be on potentially significant <br />impacts, the difference in impacts between major development scenarios, and the <br />proposed mitigation. <br />Meetings were held with many agency staff to identify issues related to this project that <br />would be of interest to them. The agencies contacted for input were: <br />• Anoka Conservation District <br />• Anoka County - Parks, Public Services, Environmental Health, and Highways <br />• City of Ramsey <br />• Lower Rum River Watershed Management Organization <br />• Metropolitan Council - Comprehensive Planning, Environmental Services <br />• Minnesota Department of Natural Resources - Waters (Metro Region, Critical <br />Areas Program) <br />• Minnesota Department of Transportation <br />• Minnesota Pollution Control Agency- Planning, Permitting <br />• National Park Service-1VINRRA <br />• U.S. Army Corps of Engineers <br />Based on the input received, the following issues statements emerged as those in need of <br />attention in the AUAR: <br />Surface Water and Wetlands <br />- There is a need to maintain the small amount of wetlands on the site, mitigate any <br />losses and focus on maintaining infiltration capability through a surface water <br />management plan; the City would like to incorporate Lake Itasca and the two <br />northern wetlands, and an outlet for the site into the surface water management plan <br />for the site. Issue addressed in Items 8. 11 and 17. <br />- A Ramsey street and sewer maintenance staff member stated that he could deal with <br />pipes, but things like storm rain gardens and native vegetation he is not used to <br />handling; therefore, the O&M is —di rent" and would require new training and <br />possibly new equipment. Issue addressed in Item 17. <br />- A green drainage corridor/trail extending from Lake Itasca through the site to the <br />Mississippi River crosses large tracts of privately held land. Although many are in <br />favor of this, until a development proposal is received by the City, this can only be <br />referenced as a -ecommended" corridor.
