- The impact of the new NPDES Phase II nonpoint source control permit program <br />should be assessed relative to future requirements as the site develops. Water quality <br />impact should be evaluated down to the ultimate receiving water - the Mississippi <br />River - because of its status as a highly valued and protected water throughout this <br />reach. Issue addressed in Items 8 and 17. <br />- Any wetland alteration must be mitigated according to the Wetland Conservation Act <br />process. Issue addressed in Items 8, 11 and 17. <br />- The adequate handling and passage of the 100-year flood event must be assured, and <br />all LRRWMO requirements associated with this design must be met in doing so. <br />issue addressed in Item 17. <br />- An outlet is needed from this drainage area, since currently the minimal amount of <br />flow leaving the site soaks into the ground along Highway 10 shortly to the southeast <br />of the site. Issue addressed in Item 17. <br />Parks and Trails <br />- Project needs to provide an opportunity to link a trail system through the site. Issue <br />addressed in Item 25. <br />- Attention is needed to minimize adverse impact on the Mississippi Regional Park; <br />instead, it should enhance the park by using the project site as a connection to Lake <br />Itasca via greenway and trail. Issue addressed in Item 25. <br />- In its dealings with Anoka Parks, BNSF has not allowed any elevated pedestrian <br />crossings and has strict rules on tunneling under tracks; the at -grade option presents <br />safety problems. Issue addressed in Items 21. <br />- Traffic plans for the Ramsey Boulevard/Highway 10 intersection should incorporate <br />Anoka Parks' plan for development of the Mississippi Regional Park because this will <br />be the only vehicle access location (with parking) allowed for the park. Issue <br />addressed Items 21 and 25. <br />- Land use along the trail connection within the site should be compatible with the trail. <br />High intensity commercial use would deter use of the trail leading from the site into <br />the Regional Park. Anoka Parks prefers a connection south of the site (similar to the <br />Calthorpe location) rather than along Ramsey Boulevard, but the nature of the <br />crossing could dictate the location. Issue addressed in Items 21 and 25. <br />Traffic and Highways <br />- The project needs to assess traffic patterns and flow to move cars in and out, and take <br />advantage of site as regional center for transit. The site needs to fit into the regional <br />and state plans for the City. Issue addressed in Item 21. <br />31-2 <br />
