- The project needs to assess parking needs and traffic impact on, and adjacent to, the <br />site, including traffic along County Roads 22, 64 and 5 that are used to bypass <br />Highway 10, and using Ramsey and Sunfish Boulevards to by-pass Highway 47 <br />through Anoka. Issue addressed in Item 21. <br />- Anoka County is requesting changes in the functional classification of several route <br />segments on the County Road system near the project. Changes are being requested <br />from collector to arterial status to address changing regional traffic patterns. Issue <br />addressed in Item 21. <br />- Anoka County has identified traffic issues along Highway 10 that need to be <br />addressed in any highway modifications. Issue addressed in Item 21.. <br />- Transit planning coordination needs to occur among the site developers, the City the <br />County and Mn/DOT. Issue addressed in Item 21. <br />- Access spacing on Industry Avenue must be negotiated with the County and the <br />AUAR should recognize the changing character of Industry Avenue when it becomes <br />a feeder road for the new River crossing. Issue addressed in Item 21. <br />- Impacts on air quality related to new traffic levels should be assessed. Issue <br />addressed in Item 22. <br />- Mn/DOT plans for the Northwest River Crossing will start to take shape with the <br />publication of a scoping study in May 2003. RTC will likely be impacted by the <br />location of the crossing and its relationship to Highway 10 at Armstrong. Meanwhile, <br />short-term improvements will be underway on Ramsey and Sunfish intersections. <br />Issue addressed in Item 21. <br />- Longer -term improvements for Highway 10 have been studied but not yet added to <br />the Mn/DOT list of projects (STIP). Mn/DOT's area manager for Highway 10 should <br />be included in discussions about the sliver of land between the railroad tracks and <br />Highway 10. Issue added in Item 21, and Mn/DOT broggikt into discussions on <br />land in question. <br />- The status of the park and ride location, and the grant from Mn/DOT is not yet <br />resolved (late February 2003), but funding could face some difficulty because of the <br />state budget crisis. Details on location are needed by the City to keep the grant <br />process alive. Issue addressed as part of the site desiun process and should be <br />resolved by the time of AUAR document issuance. <br />Drinking Water Protection <br />- The project site is within the City's Drinking Water Supply Management Area <br />(DWSMA) under the MDH Wellhead Protection (WHP) Program, and needs to be <br />protected as such. The area has been identified as—vinerable" in the WHP plan <br />31-3 <br />
