ITEM 15. WATER SURFACE USE <br />Item Mitigation Description <br />No. <br />15.1 Adverse environmental impacts associated with increased <br />small motor and non -motorized boats is not anticipated <br />along the Mississippi River south of the Ramsey Town <br />Center site. In fact, the new Mississippi Regional Park <br />hopes to attract visitors to this portion of the upper River. <br />The use of the park as a formal recreational facility will <br />focus river -related uses to planned areas, and provide <br />resource oversight and supervision of recreational activities. <br />ITEM 16. EROSION AND SEDIMENTATION <br />Item <br />No. <br />16.1 <br />Mitigation Description <br />Prior to any earth -moving activity on the site, an erosion and <br />sediment control plan will be prepared in accord with the <br />requirements of the City of Ramsey and the LRRWMO. <br />Technical assistance in the preparation of this plan will also <br />be sought from the Anoka Conservation District, the <br />Minnesota Pollution Control Agency and the DNR. The <br />City will be permitted through the Phase II NPDES <br />nonpoint program as a Municipal Separate Storm Sewer <br />System (MS4) operator and will be subject to all of the <br />provisions of that program, including reducing the discharge <br />of pollutants to the maximum extent practicable (MEP) <br />through construction site runoff control. Any construction <br />on the site will also be permitted through MPCA's NPDES <br />general construction permit process. <br />2013 Update <br />2018 Update <br />No Change/No Action Required.
