is the biggest constraint. A plan will be brought back in late September for review in October
that will incorporate the comments made tonight. The process needs to continue to move so that
in January of 2007 there is a development agreement in place that everyone agrees with. The
sizable issues at this time are the eminent domain proceedings; scheduling, which is up to the
RMC team and staff; and funding shortfalls, which has been discussed and there is likely a
solution for.

Councilmember Strommen left the meeting at 8:18 p.m.

Councilmember Elvig questioned if the City is in the position to accommodate the infrastructure
needs for RMC to proceed with this project.

Community Development Director Trudgeon replied the infrastructure will be built to full
capacity around the Ramsey Crossings area. Staff is looking at different options in the
surrounding area. Staff is aware of what is needed when this is all built out, and they also know
it is not all needed at once. One thing to consider is whether to assess the whole area, as the
level of improvements will not be needed just by Ramsey Crossings.

MAYOR, COUNCIL AND STAFF INPUT

None

ADJOURNMENT

The Work Session of the City Council was adjourned at 8:23 p.m.

Respectfully submitted,

I....

Drafted by Carol Hamer
TimeSaver Off Site Secretarial, Inc.

City Council Work Session / September 5, 2006
Page 10 of 10
