He asked if there is <br />concern regarding the cost incurred with granting these special permits, and the staff time <br />required by Chief Way. <br /> <br />Police Chief Way replied he is not concerned about the issue of his stafftime. He can drive over <br />and.check on the shoot or assign someone to do the same thing. Regarding the notification, Rum <br />River Hills Golf Course was responsible for the cost of the notification, but he informed them he <br />would have final say on the flyers. This would be the same situation, with Mr. Nathe responsible <br />for the flyers being distributed to the mailboxes. <br /> <br />Mayor Gamec directed Police Chief Way to include the. notification flyer in the Council Update <br />for the Council to review. <br /> <br />Consensus of the Council was that goose hunting requests should be reviewed for the granting of <br />a permit by the Police Chief and included on the Consent Agenda for Council approval. <br /> <br />Police Chief Way advised regarding the deer hunting request, bow hunting would meet the 500 <br />foot requirement and currently occurs throughout the City with a permit. Sharp shooting is an <br />option; Eden Prairie has done this around residential areas, and has worked with the DNR. Mr. <br />Way stated it would be important that the hunt be totally regulated. Mr. Nathe would be <br />responsible for the cost of hiring sharp shooters. Staff could review this and work with the DNR <br />regarding the request. <br /> <br />Councilmember Cook commented the problem with bow hunting is that it does not get enough <br />deer to lower the population. He noted one method that has been used is to shoot the female deer <br />with birth control. <br /> <br />Consensus of the Council was to direct the Police Chief to further review the deer hunting <br />request and provide a recommendation to the Council. <br /> <br />Staff Request for Council Authorization <br /> <br />City Attorney Goodrich indicated he would like authorization from the Council to retain an <br />employment law attorney to provide assistance with a confidential personnel matter. <br /> <br />Consensus of the Council was to authorize staff to retain the services of an employment law <br />attorney. <br /> <br />APPROVE AGENDA <br /> <br />City Administrator Norman indicated the addition of Case No.4: Ramsey Crossings Concept <br />Plan Review. <br /> <br />The agenda was approved as amended. <br /> <br />COUNCIL TOPICS FOR DISCUSSION <br /> <br />City Council Work Session I September 5, 2006 <br />Page 3 of 10 <br />
