<br />1) King Island Townhome Project - Sketch Plan <br /> <br />Ass't Community Development Dir/HRA Executive Dir. Frolik stated Archie Zahler has <br />submitted a sketch plan to develop 11 detached townhomes and 1 single-family lot on the <br />property located at the end of Rivlyn Avenue between Highway 10 and the Mississippi River. <br />The subject property consists of 2 current lots: an outlot of Dickenson's Mississippi Acres and a <br />commercial lot that contains Brake Alert, which is proposed to remain on its own lot. The Brake <br />Alert lot is zoned E-l Employment, and the outlot is zoned R-l Residential. A Comprehensive <br />Plan Amendment and Rezoning would be required for the plan to move forward as currently <br />designed. Ms. Frolik explained the sketch plan proposes to extend Rivlyn Avenue to serve the <br />new development. As submitted, the sketch plan would require a variance to the 600 foot cul-de- <br />sac length requirement in City Code. Staff is recommending that an outlot be included in the plat <br />to allow for a connection of Rivlyn Avenue to Highway 10 at some future date. <br /> <br />Ass't Community Development Dir/HRA Executive Dir. Frolik indicated staff has received <br />numerous letters from neighbors to the property in opposition of the project. The developer is <br />here to seek direction from the Council on the use of detached townhomes in this area and the <br />extension of Rivlyn Avenue. <br /> <br />Mayor Gamec indicated the main concern he has heard from residents is regarding traffic. <br /> <br />Councilmember Jeffrey expressed concern with detached townhomes in this location for the <br />following reasons: the length of the cul-de-sac; backing this many homes up against commercial <br />businesses where the residents will likely have concerns about the noise, headlights, etc. <br /> <br />Councilmember Jeffrey asked how many houses would be allowable if this property were to <br />remain zoned as R-1. <br /> <br />Mr. Archie Zahler, applicant, stated detached townhomes are a huge product today in the Twin <br />Cities. The townhomes will be single level, which can be screened from the businesses by 15 <br />foot spruce trees. The trees will reduce a lot of the noise, and the businesses in this location are <br />typically not night-time businesses where there will be a concern with headlights. If the project <br />were to be zoned as R-l something would need to be incorporated from the river for the homes, <br />which would require more expensive lots. Single family homes would be two stories, making it <br />almost impossible to screen the homes from the industrial area. Detached townhomes will make <br />the project simpler and it will be a nicer project when it is complete. <br /> <br />Councilmember Cook expressed concern regarding the proposed length of the cul-de-sac, and <br />with the expectation of extending the cul-de-sac to Highway lOin the future. <br /> <br />Ass't Community Development Dir/HRA Executive Dir. Frolik explained the plan would likely <br />include a frontage road at some point.
