<br />Ramsey Industrial Park, north of 156th Avenue and west of Alpine Drive. Staff has reviewed the <br />sketch plan application and will be presenting the proposal to the Planning Commission on <br />Thursday, September 7, 2006. Ms. DaInes outlined the following concerns of staff with the <br />submitted sketch plan: <br /> <br />Access: The site proposes three accesses from 156th Avenue. Staff has requested a revision to <br />reduce the number of accesses to the site. Staff is also requiring the construction of 156th <br />Avenue to Alpine Drive to create a second access through the area. The City currently owns the <br />outlot southeast of the site, and the developer will need to work with the City to coordinate the <br />completion of the connection. <br /> <br />Site Design/Layout: Staff has requested that the customer/employee parking be separated from <br />the loading areas through a redesign of the site. Also, a reduction of the number of parking <br />spaces and the location of the parking has been mentioned. Finally, the turning radii will need to <br />be adjusted to accommodate emergency vehicles. <br /> <br />Utilities: This development does not have access to sewer and water utilities, but is located <br />within the MUSA. The developer is proposing to construct a community septic system and <br />community well to provide utility service to the offices and to provide adequate fire suppression <br />and irrigation systems. MPCA and Department of Health approval will be required for these <br />systems. The Fire Chief has requested a fire suppression plan to be reviewed by an outside <br />agency. The City will require receipt of all these plans and approvals before final plat, as well as <br />a detailed maintenance and management plan for the community septic system. <br /> <br />Ms. DaInes indicated the applicant has distributed a sketch plan revision based on staff s <br />concerns. Discussion is requested from the Council regarding the construction of 156th Avenue <br />and the proposed sketch plan with regard to layout, access and utilities <br /> <br />Mayor Gamec inquired if 156th Avenue comes off of Alpine Drive. <br /> <br />Mike Walz, applicant, replied 156th Avenue comes off of Highway 10. There has been <br />discussion between Tom Sauter and the City Engineer regarding him providing the property and <br />the City installing the road for that completion. The owners of Lot 1, Block 2 have agreed to sell <br />the lot for the community well and septic system. <br /> <br />Councilmember Elvig stated he likes this use and the fact that there would be some nice <br />buildings up against the freeway. He expressed concern regarding access and the length of this <br />cul-de-sac without hydrants in the area. <br /> <br />Councilmember Cook asked if sprinkler systems for fire suppression will be required in these <br />buildings. <br /> <br />Mr. Walz replied all the buildings will be sprinkled. Expansion tanks will be installed under one <br />of the buildings that the sprinkler system will run off of. <br /> <br />Councilmember Elvig indicated filler tanks and dedicated wells minimize his concern regarding <br />the length of the cul-de-sac. <br /> <br />City Council Work Session / September 5, 2006 <br />Page 6 of 10 <br />
