Captain Dwyer noted that when the Town Center project starts the CSO position is a must. He <br />continued to review the remainder of the Police Department budget, noting that he and the Chief <br />are researching the option of establishing a program where the City would retain 100 percent of <br />all traffic fines. <br />Community Development Director Frolik reviewed the Community Development budget, which <br />included the addition of an associate planner and a senior planner, which accounts for about <br />$150,000 in salary. She explained that they anticipate an additional increase in workload and <br />they are currently scrambling to complete agenda items each week. In the building department <br />the amount of overtime is increasing and they are working through their lunch times. They <br />desperately need a permit tech as well as increasing the part time building inspector to full time <br />building inspector. <br />Councilmember Kurak inquired if the building inspection fees would cover the creation of the <br />positions in the building inspection department. <br />Finance Officer Lund explained that the building inspection fees are collected as revenues to help <br />off set expenditures. She also noted the advantage to hiring a permit technician is that things that <br />the City should have been collecting fees on are being missed. <br />Councilmember Elvig inquired it was possible to collect more than 10 percent of the salaries in <br />the Community Development Department to help off -set the costs of the new positions. <br />Community Development Director Frolik explained that everyone in the department bills for <br />their time when they are working on a specific case, but a large amount of their time is spent on <br />other issues. <br />Finance Officer Lund noted that they did estimate that 30 percent of the senior planner's time <br />would be billable because they will have the experience to handle cases. <br />Councilmember Elvig inquired if they were to dedicate two people in the Community <br />Development Department to handle service calls and everyone else would be available for <br />development would that increase the amount of billable time. <br />Community Development Director Frolik replied that that would be very difficult because as the <br />City grows there will be more public demand. <br />Councilmember Elvig questioned if there was the opportunity to bring in even more planners by <br />bringing in additional revenue. <br />Councilmember Strommen stated that she was not sure that the "job shop" mentality works <br />because it is government. <br />City Council Work Session/August 5, 2003 <br />Page 6 of 11 <br />
