Community Development Director Frolik explained that typically the planner working on the <br />case is the one who would need to address the questions of the citizens. <br />Councilmember Kurak inquired if staff was thinking about contracting out for a building <br />inspector for Town Center. <br />Mayor Gamec replied that that is something they will be talking about. <br />Councilmember Zimmerman noted that he would want to make sure it is someone the City hires, <br />not someone the developer hires. <br />The Council discussed briefly the current health benefits and staff informed the Council that they <br />are looking at redirecting the benefit dollars. <br />Community Development Director Frolik reviewed the Environmental Services budget, which <br />would remain the same. <br />Finance Officer Lund noted that the entire salary for the Environmental Specialist would come <br />from the landfill trust fund. <br />Councilmember Elvig inquired if it was possible to provide benefits to Mr. Bacon since he has <br />been with the City for 25 years. <br />Assistant City Administrator Nelson replied that the City would have to look at it for the entire <br />organization to provide benefits for part time staff. <br />Councilmember Elvig suggested the idea of increasing his pay. <br />Councilmember Zimmerman agreed. <br />Community Development Director Frolik replied that that is something staff can research. <br />Director of Public Works/Fire Chief Kapler reviewed the Engineering Department budget, which <br />would include the addition of an Engineering Tech II position, which would work as an <br />engineering inspector. He noted that staff believed that this position would be supported by <br />billable time. <br />Councilmember Elvig inquired if there was need for similar staff. <br />Director of Public Works/Fire Chief Kapler replied that in the future possibly yes. <br />City Administrator Norman suggested that they look half way through 2004 at the creation of a <br />similar position. <br />City Council Work Session/August 5, 2003 <br />Page 7 of 11 <br />
