Voting No: None. <br />The public hearing was closed at 7:31 p.m. <br />Council Business <br />Motion by Councilmember Johns, seconded by Councilmember Riley, to Adopt Resolution #18- <br />229 Approving Feasibility Report and Ordering Plans and Specifications for Improvement <br />Project #19-01, Ford Brook Estates and Street Reconstructions. <br />Motion carried. Voting No: None. <br />6.02: Public Hearing to Consider Adoption of Resolution #18-230 Approving Feasibility <br />Report and Ordering Plans and Specifications for Improvement Project #19-02, <br />Brookview Estates Street Reconstructions <br />Presentation <br />City Engineer Westby reviewed the staff report and recommendation to adopt Resolution #18- <br />230 approving the Feasibility Report and ordering plans and specifications for Improvement <br />Project #19-02, Brookview Estates Street Reconstructions. He noted that this will allow the <br />improvements to be completed in 2019, while providing for the use of special assessments to pay <br />for up to 25 percent of the project costs per the applicable provisions of Chapter 8 of the City <br />Charter, the City's Special Assessments Policy, and Minnesota Statute Chapter 429. <br />Councilmember Kuzma asked the threshold on stopping the project. <br />City Engineer Westby replied that 60 percent or more of the benefiting properties would need to <br />sign the petition. <br />Public Hearing <br />Acting Mayor LeTourneau called the public hearing to order at 7:44 p.m. <br />Citizen Input <br />Rick Aberle, 17290 Germanium Street, stated that he has experience with the engineering <br />because of the new development behind his property. He stated that since that development was <br />constructed his backyard floods and he has concerns with additional ditch work. He stated that <br />he is disappointed, and his calls have not been returned. He confirmed that he has met onsite <br />City Council / November 13, 2018 <br />Page 6 of 14 <br />
