Ms. Kruger replied that they have requested the bus to come into the cul-de-sac previously and <br />that request was denied. Now all of a sudden, the cul-de-sac is being widened to allow that stop. <br />City Engineer Westby stated that he can continue discussions with the School District to see if <br />there are other locations with turn lanes where a similar change is being made. He stated that <br />this is the first project the City is doing since this legislation was brought about where the City <br />has had a substandard sized cul-de-sac. He stated that the position of staff was to include this <br />element for the purpose of safety. <br />Councilmember Riley stated that the street is going to be reconstructed and the cul-de-sac is <br />going to be made wider at the request of the School District in conjunction with the road project. <br />He received confirmation that the cul-de-sac expansion will occur within the City owned right- <br />of-way. <br />Councilmember Johns stated that the project needs to move forward because the road needs to be <br />repaired and the addition will improve the safety for children in the neighborhood as well as <br />improving safety along Highway 47 by eliminating that bus stop. She stated that she has asked <br />staff if there are other intersections of similar nature, noting that this is simply the first case that <br />arose. She stated that this would be a good overall improvement. <br />Acting Mayor LeTourneau stated that he would like to have an opportunity to continue to <br />address the concerns and asked staff if this project can move forward and yet still continue to <br />review the possibility of alterations or configurations of the project. <br />City Engineer Westby explained that he would recommend allowing staff to move forward with <br />the plans and specifications based on the 100-foot cul-de-sac. He stated that staff would <br />continue to work with the School District and keep the residents engaged. He stated that the <br />plans will be brought back in January and a decision could be made to reduce the bulb size of the <br />cul-de-sac at that time without delaying the construction schedule. <br />Councilmember Johns asked if the City would be in violation of State law if the cul-de-sac bulb <br />were reduced. <br />City Engineer Westby stated that it is a rule of the School District and not the State and therefore <br />the School District would then re-evaluate their school bus stop locations. He would hope that <br />staff can work with the School District and residents to reach an agreement. <br />Acting Mayor LeTourneau stated that the Council is going to make a decision on the road <br />project. He noted that if the residents do not want to have the road project go forward, residents <br />would have the option to petition the project to not move forward and the City would then not <br />complete the road project. <br />City Engineer Westby noted that there is a time window on the petition action, noting that <br />petition would need to be completed and presented to the City Council within 60 days of <br />tonight' s meeting. <br />City Council / November 13, 2018 <br />Page 5 of 14 <br />
