Councilmember Riley stated that residents have the right to petition the project from happening. <br />He explained that will stop the project and the road will not be repaired and will still need to be <br />reconstructed in the future, which would have a higher cost. <br />Motion by Councilmember Johns, seconded by Councilmember Shryock, to close the public <br />hearing. <br />Motion carried. Voting Yes: Acting Mayor LeTourneau, Councilmembers Johns, Shryock, <br />Kuzma, and Riley. Voting No: None. <br />The public hearing was closed at 8:11 p.m. <br />Council Business <br />Motion by Councilmember Kuzma, seconded by Councilmember Riley, to Adopt Resolution <br />#18-230 Approving Feasibility Report and Ordering Plans and Specifications for Improvement <br />Project #19-02, Brookview Estates Street Reconstructions. <br />Further discussion: Councilmember Johns recommended that this topic come back before the <br />Public Works Committee to discuss the ditch issue at the earliest convenience. City Engineer <br />Westby confirmed that his goal would be to bring the issue to the Public Works Committee at the <br />earliest convenience. <br />Motion carried. Voting Yes: Acting Mayor LeTourneau, Councilmembers Kuzma, Riley, <br />Johns, and Shryock. Voting No: None. <br />6.03: Public Hearing to Consider Adoption of Resolution #18-231 Approving Feasibility <br />Report and Ordering Plans and Specifications for Improvement Project #19-03, <br />Wood Pond Hills & Chestnut Ridge Street Reconstructions <br />Presentation <br />City Engineer Westby reviewed the staff report and recommendation to adopt Resolution #18- <br />231 approving the Feasibility Report and ordering plans and specifications for Improvement <br />Project #19-03, Wood Pond Hills and Chestnut Ridge Street Reconstructions. He noted that this <br />will allow the improvements to be completed in 2019, while providing for the use of special <br />assessments to pay for up to 25 percent of the project costs per the applicable provisions of <br />Chapter 8 of the City Charter, the City's Special Assessments Policy, and Minnesota Statute <br />Chapter 429. <br />Public Hearing <br />Acting Mayor LeTourneau called the public hearing to order at 8:21 p.m. <br />Citizen Input <br />City Council / November 13, 2018 <br />Page 9 of 14 <br />
