Voting No: one. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #2: Recommend Park Dedication for Letendre Addition <br /> <br />Civil Engineer II Linton stated that Robert Letendre and Theresa Weibe are requesting <br />preliminary approval to replat two homesteads to create a third buildable lot. The City has the <br />option of cash, land or a combination of cash and land for park dedication. The City's 2003 park <br />dedication fee is $1800 per residential lot; existing homesteads are exempt from park dedication <br />fees. The plat will be subject to the park dedication rate in effect at the time of final plat <br />approval. Park dedication fees must be paid prior to the City releasing the plat for recording at <br />Anoka County. The City has established a trail development fee at a rate of $475 per unit; <br />existing homesteads are exempt from this fee. The plat will be subject to the trail fee in effect at <br />the time of final plat approval. This fee must be paid prior to the City releasing the mylars for <br />recording. It was noted that the 2004 rates will be $2,200 for park dedication and $500 for trails. <br />Staff has reviewed past practice and found the following precedents: <br /> <br />Alpine Acres - located north of Alpine Drive, west of Nowthen Boulevard and east of Sunfish <br />Lake Boulevard. The Developer was required to build trails on all three sides with credit for <br />trails not in the plat boundaries. The City also received ½-acre adjacent to wetland as park <br />dedication land with remainder of park and trail dedication in cash. <br /> <br />General Trail Policy - construct trails adjacent to state, county and city MSA's if the trail was <br />identified on the park and trail map. <br /> <br />Tiger Meadows - install trail along Armstrong as part of plat and recommended park dedication <br />funds for the remaining park dedication cash for park dedication and trail fees and the items <br />outside the plat would be credited for the trail. <br /> <br />Staff explained'that Tiger Meado;vs is near this plat and a trail along Armstrong Boulevard is <br />being constructed by the Tiger Meadows Developer. The County ROW is 150' so additional trail <br />easement is not necessary for Letendre Addition. Park and trail dedication should be taken in <br />cash. <br /> <br />Chairperson Johns inquired if Mr. Letendre had any plans of further subdividing the land in the <br />future. <br /> <br />Robert Letendre, Applicant, replied that he will not further subdivide the property while he is the <br />landowner. The three-acre subdivision is to allow his daughter to build a new home on the <br />property. <br /> <br />Chairperson Johns inquired if there would be a need for additional land for a trail since the road <br />easement is a ditch. <br /> <br />Park and Recreation Commission/December 4, 2003 <br /> Page 2 of 6 <br /> <br />/dA& <br /> <br /> <br />
