Parks/Utilities Supervisor Riverblood replied that he felt the road easement was adequate in this
situation.

Motion by Commissioner Shyrock, seconded by Commissioner Lehman, to recommend Park
Dedication in the amount of $1,800 and a trail fee of $475 for Lot of the Letendre Addition, if the
plat is filed in 2003 otherwise the 2004 rates will apply.

Motion carried. Voting Yes: Chairperson Johns, Commissioners Shyrock, Lehman, LaMere,
Olds, and Ostrum. Voting No: None.

Case #1: Master Trail Plan

Parks/Utilities Supervisor Riverblood explained that for the past several months, the Commission
has been receiving draft sections of the Master Trail Plan, and directing feedback to LHB, the
consulting firm assembling the document.

Mr. Dave Chmielewski, LHB, explained that he was going to be taking over the development of
the Master Trail Plan document and wanted to reconcile with the Commission the sections
received, address questions, and request direction on certain mapping and illustration options.

Commissioner Shyrock inquired as to how much time they wanted to discuss the Commissions
comments on the documents they had previously received because she had noticed the new
handouts include a lot of the things they may have already commented on.

Mr. Chmielewski replied that the handouts he presented at the meeting should include all the
comments the Commission has made to date and if they did not he requested that the
Commission members forward that information to him as soon as possible. Mr. Chmielewski
reviewed the different sections of the document. He requested that he would like to incorporate
some pictures of the City within the document so if staff or any of the Commission members had
pictures they would like included he requested that they forward them on to him. In regards to
the City's Greenway Plan he explained that he was in the process of reviewing the report and it
seemed that there were some key points that should be incorporated into the Master Trail plan.

Parks/Utilities Supervisor Riverblood replied that if the City Council moves forward with the
Greenway Plan it would be logical to have it as an appendix in the Master Trail plan.

Mr. Chmielewski noted that it may be better to reference the Greenway Plan rather than having it
incorporated in the document.

Parks/Utilities Supervisor Riverblood replied that is something they can address once the Master
Trail plan is completed.

Park and Recreation Commission/December 4, 2003
Page 3 of 6
