build the north park, south park and the entire "swoosh" park, subject to changes and details <br />following future meetings, at an estimated cost of 3.5 to 4 million dollars. They will be able to <br />demonstrate that all of the trail requirements will be met. They will also demonstrate to the City <br />of Ramsey lien waivers for every dollar they spend up to 4 million along with a schedule of when <br />those parks will be completed. The Charter school park and picnic area would probably be the <br />first park completed. From a commercial marketing standpoint they want to demonstrate the <br />multi-use of the park to draw a user for the civic center. The second park developed wOuld <br />probably be the east portion of the "swoosh" to show what is going to occur. They want to <br />establish the park planning process and commit to it in writing. They also want City staff and <br />Ramsey Town Center, LLC to continue this process further and figure out how they are going to <br />maintain that parks in the future years so they can go to their citizens and Say they have figured <br />how to maintain the parks for years to come. <br /> <br />Councilmember Elvig .inquired if they were far enough along in the process to include <br />illustrations and specifications in the agreement. <br /> <br />Councilmember Engen replied that they would not have blueprints available at this point. <br /> <br />Councilmember Elvig stated that they need have a clear idea of what they are agreeing to if they <br />are not going to be collecting park dedication. <br /> <br />Mr. Engen replied that is where the lien waivers would come in. <br /> <br />Councilmember Cook stated that in order for the full project to go forward they need to settle this <br />issue. If the City were to take 10 percent in park in land for parks from the 27 acres and only <br />have 13.9 of parkland with the rest being paid in cash park dedication they would-not get what is <br />being proposed for the parks. <br /> <br />Assistant Director of Public Works Olson stated that this is the first time anyone has heard this <br />offer. They need to know what it is they are talking about in the 3.5 million. He stated that he <br />wants to know what it is they are talking about before they get to caught up in the number. He <br />thought what was being presented was great, but they need to know specifically what they ~are <br />being offered. <br /> <br />City Administrator Norman inquired ifRamsey Town Center, LLC was going to be requesting an <br />extension to the 90-day deadline. <br /> <br />Mr. Engen replied that they will be requesting an extenSion to March 31st. <br /> <br />Councilmember Elvig stated that the proposal may be extremely fair, but they don't that as of yet. <br />He inquired if they were to agree to what is being proposed would the City be forgiving all of the <br />trail fees and park dedication for all of the D.R.
