Mr. Engen replied that they as the master developer want to commit enough resources for the <br />parks within the Town Center. They want to take control of that aspect of the development, <br />except for the "pocket parks". <br /> <br />Councilmember Elvig replied that the question is purely financial. He inquired how the 3.5 <br />million would compare to the City collecting park dedication from each of the housing units. <br /> <br />Assistant Director of Public Works Olson replied that staff was not prepared to provide that <br />information. <br /> <br />Mayor Gamec stated that it would make it a much easier process if they only have to work with <br />the master developer on the parks. <br /> <br />Councilmember Elvig replied that he did not have a problem with that, but they do have to look <br />at the numbers. <br /> <br />Commissioner Ostrum inquired if the 3.5 to 4 million would allow for all of the parks discussed <br />at the meeting to be built. <br /> <br />Mr. Engen replied yes. <br /> <br />Commissioner Ostrum asked if they started to build the parks and the costs went up to 6 million, <br />would that additional cost be the developers responsibility or would they simply just stop <br />building the parks. <br /> <br />Mr. Engen replied that they would need to design the parks within that budget. <br /> <br />Councilmember Kurak stated that they seem to be forgetting about the revenue in taxes that will <br />be created by the development of the Town Center. If they were to take the park dedication in <br />cash it would not meet the 3.5 million to 4 million the developer is willing to spend. <br /> <br />Mayor Gamec stated that the developer will have to work with staff on those numbers and then <br />forward it to the City Council for a decision. <br /> <br />Mr. Engen stated that they could put together a very defined drawing and compare what they are <br />proposing to what they would pay in park dedication fees. <br /> <br />City Administrator Norman noted that the City does have the right to ask for more than what they <br />would be required to give in park dedication as agreed to in the development agreement. They <br />don't know if they need to use that or not but that option will stay in place until they can come up <br />with another agreement. <br /> <br />Councilmember Elvig stated that they need some more information before they can make a <br />decision, but he does like the idea of the master developer developing the main parks. <br /> <br />City Council/December 4, 2003 <br /> Page 6 of 7 <br /> <br /> <br />
