EXECUTIVE SUMMARY <br />The City of Ramsey has identified the need to prepare for the development of an area located <br />south of Trunk Highway 10, along the westerly extension of Riverdale Drive. Because the area is <br />not currently serviced with trunk sanitary sewer and water facilities, a general review of the entire <br />area south of TH 10 was performed. The broader area of analysis is located south of Trunk <br />Highway 10 and is depicted in the City’s Comprehensive Sanitary Sewer Plan as District M3 (see <br />Figure 1). Based on the current zoning map, the area is comprised of agricultural land, residential <br />rural development, and Anoka County parks. <br />This report provides a comprehensive analysis of the area (Figure 1). Required public <br />infrastructure needed to serve this area, along with potential costs for the improvements, are <br />included in this review. <br />Multiple alternatives were developed and analyzed to provide options for providing public utilities <br />to the area. Generally, improvements required to serve the area include: <br />• Extension of Riverdale Drive from Bowers Drive to Llama Street, <br />• Extension of sanitary sewer trunk lines, <br />• Construction of a lift station and force main to connect to the existing system, <br />• Extension of sanitary sewer and watermain within the future Riverdale Drive right of way, <br />• Use of regional rate control storm water basins (improvements to be determined), <br />• Installation of trails/sidewalks, and landscaping consistent with City Policy, and <br />• Obtaining of ROW required for improvements during the platting process. <br />The costs presented in this analysis are considered project costs and include 30% contingencies <br />and project development costs (administrative, engineering, and fiscal).
