I. INTRODUCTION <br />The City of Ramsey has identified the need to prepare for the development of an area located <br />south of Trunk Highway 10, along the westerly extension of Riverdale Drive. Because the area is <br />not currently serviced with trunk sanitary sewer and water facilities, a general review of the entire <br />area south of TH 10 was performed. The broader area of analysis is located south of Trunk <br />Highway 10 and is depicted in the City’s Comprehensive Sanitary Sewer Plan as District M3 (see <br />Figure 1). Based on the current zoning map, the area is comprised of agricultural land, residential <br />rural development, and Anoka County parks. <br />This report provides a comprehensive analysis of the area (Figure 1). Required public <br />infrastructure needed to serve this area, along with potential costs for the improvements, are <br />included in this review. <br />II. PRELIMINARY CONSIDERATIONS <br />Public utility improvements are based on information contained in the City’s Sanitary Sewer and <br />Water System Comprehensive Plans. The trunk sanitary sewer and water system improvements <br />are considered as base requirements for development of this area. <br />The roadway improvements shown are consistent with the TH 10 Corridor study. The anticipated <br />roadway improvements of Riverdale Drive are also consistent with the recently constructed <br />portion of Riverdale Drive from Armstrong Boulevard to Ramsey Boulevard. The roadway <br />geometrics may require additional analysis based on land uses. Both the Average Annual Daily <br />Traffic (AADT) and the Peak Hour turning movements can affect the required roadway geometrics <br />(number of through lanes, turns lanes, etc.). <br />III.DESIGN CONSIDERATIONS <br />The design of the trunk sanitary sewer system is based on flow projections and rates detailed in <br />the Comprehensive Sanitary Sewer Plan and the current City Zoning Map (dated August 6, 2018). <br />See Figure 2 for the City Zoning Map used for this analysis. Capacity limitations of the system were <br />analyzed at the connection points located at Riverdale Drive and Armstrong Boulevard, and at <br />Bunker Lake Boulevard and Armstrong Boulevard. <br />IV.DISCUSSION OF IMPROVEMENTS <br />Our analysis of alternatives focuses primarily on the sanitary sewer system, with the assumption <br />that trunk water main and roadway improvements will be constructed in locations as needed to <br />provide complete City services to future development. Roadways can generally be constructed in <br />locations as dictated by development activities. The water system is a pressurized system, <br />allowing for flexibility in water main locations. The sanitary sewer system is comprised primarily of <br />gravity sewer mains, with lift stations constructed as needed throughout the system.
