Ms. Kruger replied that they have,requested the bus to come into the cul-de-sac previously and that request was denied. Now all of a sudden, the cul-de-sac is being widened to allow that stop. City Engineer Westby stated that he can continue discussions with the School District to see if there are other locations with turn lanes where a similar change is being made. He stated that this is the first project the City is doing since this legislation was brought about where the City has had a substandard sized cul-de-sac. He stated that the position of staff was to include this element for the purpose of safety. Councilmember Riley stated that the street is going to be reconstructed and the cul-de-sac is • going to be made wider at the request of the School District in conjunction with the road project. He received confirmation that the cul-de-sac expansion will occur within the City owned right- of-way. Councilmember Johns stated that the project needs to move forward because the road needs to be repaired and the addition will improve the safety for children in the neighborhood as well as improving safety along Highway 47 by eliminating that bus stop. She stated that she has asked staff if there are other intersections of similar nature, noting that this is simply the first case that arose. She stated that this would be a good overall improvement. Acting Mayor LeTourneau stated that he would like to have an opportunity to continue to address the concerns and asked staff if this project can move forward and yet still continue to review the possibility of alterations or configurations of the project. City Engineer Westby explained that he would recommend allowing staff to move forward with the plans and specifications based on the 100-foot cul-de-sac. He stated that staff would continue to work with the School District and keep the residents engaged. He stated that the plans will be brought back in January and a decision could be made to reduce the bulb size of the cul-de-sac at that time without delaying the construction schedule. Councilmember Johns asked if the City would be in violation of State law if the cul-de-sac bulb were reduced. City Engineer Westby stated that it is a rule of the School District and not the State and therefore the School District would then re-evaluate their school bus stop locations. He would hope that staff can work with the School District and residents to reach an agreement. Acting Mayor LeTourneau stated that the Council is going to make a decision on the road project. He noted that if the residents do not want to have the road project go forward, residents would have the option to petition the project to not move forward and the City would then not complete the road project. City Engineer Westby noted that there is a time window on the petition action, noting that petition would need to be completed and presented to the City Council within 60 days of tonight's meeting.
