III. Operational and Functional Observations <br />5. Salt Storage Building <br />The Salt Storage building is a fabric covered aluminum structure. <br />Positive Features <br />• The structure is sufficient for the amount of material <br />stored. <br />• Circulation to and from the structure appears efficient, <br />with ample maneuvering space for equipment. <br />Operational/Functional Deficiencies <br />• The structure is located adjacent to a wetlands area and <br />runoff must be carefully controlled. <br />6. Exterior Material Storage <br />The site contains storage areas for a variety of materials and <br />vehicles/equipment. These include stockpiles of granular <br />materials, waste construction materials, construction materials, <br />police impound and public works equipment and equipment <br />implements. <br />Positive Features <br />• Sufficient space for storage of all assessed needs. <br />Operational/Functional Deficiencies <br />• Lack of site constraint results in materials stored in non- <br />uniform manner and location. <br />• Lack of site constraint results in continued storage of <br />items no longer required. <br />7. General Site Observations <br />The current site size and configuration limits the department's <br />operational efficiency and opportunity for growth. The inefficient <br />layout and shape of the site has facilitated the need to spread <br />operational functions throughout the site creating increased site <br />circulation and separation of functions. Site operational/functional <br />deficiencies noted include the following. <br />• The road that bi-sects the site is virtually a public road <br />with no separation from the Public Works yard and <br />facility components. <br />• Site security is at a minimum/non-existent <br />• Employee and visitor parking is located in a manner <br />forcing integration of private vehicle traffic with <br />department vehicle traffic. <br />• Movement between buildings does not flow efficiently <br />due to the location of the drive areas and entrances to <br />the buildings. <br />• Building locations and elevations create inefficiencies in <br />movement of materials and vehicles. <br />• There is no "front door" to the site. <br />• Public related activities (recycling, water sales) are <br />located in areas of the site that force public vehicles <br />deep into Public Works activities. <br />• Site size limits the ability to store large equipment. <br />Equipment is typically stored off -site because of site <br />constraints affecting operational efficiency. <br />END OF SEC I ION <br />111.2 I Ramsey Public Works Study <br />DRAFT <br />BKV <br />GROUP <br />
