JOINT CITY COUNCIL & PLANNING COMMISSION WORK SESSION Topic Report: Compreliensive Plan iAmendment By: Patrick Trudgeon, Community DeveloPment Director Megan Wald, Associate Planner Background: The City initiated Comprehensive Plan Amendment process continues to move forward. City Staff would like to use the February 24th work session to update the City Council and Planning Commission on .the overall progress of the amendment. Changes to the process may be necessary due to furthe/' information from the Metropolitan Council and the submittal of Comprehensive Plan Amendment applications by Oakwood Land Development. Below is a brief listing ~of previous meetings held regarding the Comprehensive Plan update: Recap 1) 2) September 23, 2004 - Held first public open house meeting January 4, 2005 - Draft AlternatiVe Development Scenarios reviewed by the City Council and Planning COmmissiOn (a) The City Council and Planning Commission provided staff and the consultant comments and direction related to the three draft alternative deVelopment' scenarioS, which are outlined as follows Look at development scenarios north of Trott Brook · Look.at how to develop Central Rural Reserve Area · Begin completing analysis on desired greenway/open space corridors throughout the City. Look at appropriate commercial nodes throughout the City · Take into consideration appropriate land uses and setbacks along major arterial roadways · Look at incentive/density transfer options adjacent to important greenway corridors The City Council and the Planning Commission scheduled a joint work session for February 24, 2005 to review revised development scenarios based on discussion and direction provided to staff and HKGI at the January 4, 2005 joint work session.
