Events that have occurred subsequent to the work session: <br /> <br />Meeting with Metropolitan Council staff and Area Representative Natalie Haas Steffen: <br />Subsequent to thc January ;4th work'r Session, City staff and consultants met with <br />Metropolitan Council staff members and area representative Natalie Haas Steffen. The <br />purpose of the meeting was to inform land update the Met Council regarding the City <br />initiated Comprehensive Plan Amendment Process. <br /> <br />The Met Council stated that the comp.~ Plan amendment process the City has initiated <br />appears to be a major overhaul of the eXisting comp. plan and is similar to work that the <br />City will be mandated to complete in 2008 (Cities must update their comp. plan every 10 <br />years). Met Council staff informed City staff that they are in the process of updating their <br />system plans (transportation, Wastewater, etc,), which should be completed in July or <br />August of this year. In order for the Met Council staff to review or make a <br />recommendation to the Met COuncil on the City's comp. plan rewrite amendment, the <br />City will have to address and comply ~with the systems plans. The Met Council staff <br />strongly advised the City to not applYl to the Met Council for a comprehensive plan <br />amendment of such magnitude until the system plans are completed. Met Council staff <br />stated that the City should apply for comp. plan amendments based on immediate <br />requests and wait to complete the rewrite until later this fall. <br /> <br />The results of the meeting with.the Met coUncil proved to be enlightening due to the fact <br />that the City has been proceeding with the intent to address development, transportation <br />corridors, and greenway corridors comp~'ehenSively. Since the Met Council clearly stated <br />that they prefer to receive immediate reqUests: (aka smaller) amendments at this time until <br />the systems plan are completed, it appears that the City will need to revise the current <br />approach to amending the comp. plan. <br /> <br />Submittal of Comprehensive Plan Amendments by Oakwood Land Development <br /> <br />In February, the City received a comPrehensive plan amendment application from <br />Oakwood Land Development fgr the Brookfield Subdivision and Sweet Bay Ridge (aka- <br />St. Anthony Gun Club) Subdivision. The applications are requesting the creation of <br />MUSA "pockets" around the project area in order to develop the properties with urban <br />services. The Planning Commission will hold a public hearing and review the <br />applications at their March 3, 2005 meeting. It is anticipated that the City Council would <br />review the applications at their March 22, 2005 meeting. <br /> <br />Revised Comp. Plan Amendment Approach <br /> <br />The City Council has stated several times that they desire to have the proposed <br />Comprehensive Plan Amendment look at the City comprehensively. Often times this <br />proves to be a very detailed and lengthy pro6ess. The City is in a situation where it has <br />received two sketch plan applications and two comprehensive plan amendment <br />applications from Oakwood Land Develo'3ment.
