In light of what Met <br />Council staff said, it appears that the comp. plan rewrite amendment will not be approved <br />by the Met Council until this fall. <br /> <br />However, even though the City is in the position where short term action will need to be <br />considered related to the Oakwood requests, there are many processes and detailed work <br />that can be run/completed in conjunction with each other. It is quite evident that the <br />Planning Commission, City Council, .City Staff, and consultants are dedicated to <br />completing a comp. plan rewrite in a timely manner. Draft development scenarios have <br />been prepared, revised, and will continually be revised until the policy boards find the <br />rewrite acceptable. Therefore, staff proposes the following revised timelines: <br /> <br />Revised Comp. Plan rewrite :Amendment <br /> <br />Feb. 2005 - Review revised development Scenarios <br />March - April 2005 Continue:to work through development scenarios <br />May - June 2005 Consultants to Continue to work on data supporting the development <br />scenarios ~ ~ <br /> <br />July/August 2005 Incorporate Met Council's system plans into the City's comp. plan <br />rewrite amendment <br /> <br />September 2005 Hold a secondPublic open house meeting <br />October 2005 Hold official public hearing on amendment (PC) and decision made at CC <br />level to proceed to send amendment to Met COuncil <br /> <br />Oakwood Amendment Requests <br /> <br />PC Review in March <br />CC Review in March <br /> <br />May - ? - PC/CC to work through subdivision process for Brookfield Estates and Sweet <br />Bay Ridge : <br /> <br />While the City Council and Planning Commission may feel uncomfortable in making <br />decisions on the two Oakwood Land Development subdivisions prior to the full <br />Comprehensive Plan rewrite, several things shOuld be noted. <br /> <br />All three development scenarios that the Planning Commission and City Council <br />reviewed in January, show the OakW°od Development amendment/sketch plan <br />properties developing with City sewer and water. <br /> <br />Both of Oakwood's developments will be subject to an Environmental <br />Assessment Worksheet (EAW), which will address transportation, environmental <br />requirements/issues, and. water control in great detail. In fact the EAW's will <br />address these issues in much more :detail than the comp. plan rewrite will <br />accomplish. <br /> <br /> <br />
