Mayor Gamec inquired about the distance between the private street south of the residential lots <br />to the existing property and the ability for buffering. <br /> <br />Associate Planner Wald explained the distance between the private street and the actual lot <br />boundary line is 25 feet. An extensive buffer or berm could be requested in this area. <br /> <br />Councilmember Jeffrey expressed concern with the greenspace. <br /> <br />Mark Strandlund, representative of Shade Tree Communities, LLC, replied based on rough <br />calculations they should be able to make the greenspace work. <br /> <br />Councilmember Strommen questioned why R-2 standards are being used for the setbacks. <br /> <br />Associate Planner Wald replied the R-1 District does not provide for townhome setbacks, which <br />the R-2 District does allow for. The PUD allOws.the applicant to request deviations. <br /> <br />Councilmember Strommen stated, she shares some of the concerns of the Planning Commission. <br />The use of a PUD should provide benefits to the City, and she would want to see some of the <br />open space and benefits that come :with a PUD included in this. It would seem more appropriate <br />to her that the applicant request a rezoningto R-2, and she does not see the benefits to the City <br />with this plan. <br /> <br />Councilmember Olson asked if extensive berming in the area north of the road would cause any <br />problems with the drainage and the lay of the land. <br /> <br />Mr. Strandlund indicated Shade Tree Communities would work with staff on this issue. <br /> <br />Councilmember Cook suggested the applicant be required to include some tyPe of residential <br />facility, as has been required with other higher density developments. He suggested the wetland <br />could be incorporated into this. <br /> <br />Councilmember Elvig questioned how there has been an improvement in the sketch plan. He <br />noted the density has increased from the original plan, there is a wall of units closer to the east, <br />and an extension of units on the :end of a 600 to 700 foot road that does not fit into any City <br />ordinance. <br /> <br />Councilmember Strommen concurred. <br /> <br />Assistant Public Works Director Olson explained the plan has improved from a road perspective <br />as it relates to connectivity. It is also an improvement in regards to the sanitary sewer system. <br />He noted the improvements may also be able to be accomplished with a different layout. <br /> <br />Associate Planner Wald requested the Council give direction to the developer on issues such as <br />density and open space. <br /> <br />City Council/January 25, 2005 <br /> Page 6 of 24 <br /> <br /> <br />
