CASE # <br /> <br /> FOR RAMSE¥ MUNIClP~ PARKING FACILITY <br /> : CASE OF CITY OF RAMSEY <br /> By: Patrick Trudgeon, AICI~.,, Community Development Director <br /> · <br /> <br />Background: <br /> <br />The City of Ramsey is proposing to :develop a four-story, 800 stall parking structure in the <br />core of the Ramsey Town Center. The p~king structure is proposed to be built in two <br />phases. The first phase will oe-Cur :in 20.05 and construct 630 stalls. The second phase <br />will occur in 2009 and is proposed to Construct an additional 210 stalls. The parking <br />structure will serve the parking ne~ds for th~ Town Center core, the adjacent Ramsey <br />Municipal Center, and present ~nd future: transit services (Park and Ride, Northstar, etc.) <br />The structure will be located on Civic Cer~ter Drive with an access from Sunwood Drive. <br /> <br />The following items are enclosed for Your information: <br /> <br /> a) Site location map <br /> b) Site Plan Narrative Submitted bY LSA Design dated January, 2005 <br /> c) Site plan <br /> d) Draft Planning CommiSsiOn Meeting Minutes dated February 4, 2005 <br /> e) City Staff review letter da~ed January 28, 2005 <br /> <br />Notification: <br /> <br />Site Plans do not require a pubiiC hearing therefore no notice was sent out. <br /> <br />Observations: <br /> <br />The need for structured parking! With!n the Town Center was identified early in the planning <br />process as being critical. The utilizatiOn of parking structures, while costly, will dramatically <br />reduce the need for surface parking in :th6 Town Center Core and allow for buildings to be <br />dense and vertical. The use of parking structur6s also provides for a more pedestrian friendly <br />experience in the core; ~ <br /> <br />The site is currently zoned TC,1 T°wn Center Mixed Use Core. Municipal facilities are <br />a permitted use. <br /> <br />The Ramsey Municipal Center and City parking structure will be located on 5.69 acres. <br />The TC-1 Town Center Mixed Use Core requires a Floor Area Ratio (F.A.R.) of 1.0. For <br />this site, a F.A.R. requires 247,856 square :feet of building. The Ramsey Municipal <br />Center is 69,070 square feet. :The City. parking structure will be 207,000 square feet. <br />The total square footage on the, site .is 276,070 square feet equaling a F.A.R. of 1.1, which <br />exceeds the required F.A.R. ::These calculations do not include any expansion of the <br />Ramsey Municipal Center or the parking!structure. <br /> <br />The parking structure is an accessory iuse to the Ramsey Municipal Center.
