CONSIDER AUTI-IoRIZING CONTRACTS FOR SECURITY, TECHNOLOGY, <br />AND RADIO FRE-QUTENC~ DESIGN SERVICES AND FOR COMMISSIONING <br />AGENT FOR MUNICIPAL CENTER PROJECT <br /> By: Heidi A. Neis0n, Asst. City Administrator <br /> <br />Background: <br /> The final phases of design for the new Municipal Center project are currently <br />underway. Along with BKV Group, 3D/I, Staff has been refining the scope of <br />technology, security, cable TWbroadcasting,.and radio frequency components that will <br />be included within the facility.: Staff has been working with the staff at LOGIS (Local <br />Government Information Services) for the design of the technology services for the <br />facility. As Council:may recall, the Cit~ is CUrrently a member of LOGIS for network <br />administration services, web-hosting, financial systems, and building permit software <br />systems. LOGIS has submitted a Propobal, Which is attached for your review, for <br />completing the design for technolOgy (d3ta/v°ice) at a cost not to exceed $6,000. <br /> <br /> On behalf of.the City, BKV Group has solicited proposals for security design <br />services from firms that they haVe Worked With on past projects and qualified vendors in <br />the metro area. BKV Group i~ recommending the proposal from SecuriCo Inc. for <br />security design for the facilitY. Staff has met;with representatives of SecuriCo and is <br />comfortable with the recommendatiOn from BKv Group. The proposal from SecuriCo <br />Inc. is attached for your review and the fee is $18,500 plus expenses incun'ed which are <br />estimated to not exceed $1,500.00. ' <br /> <br /> At the suggestion of 3D/I and asl discuSsed with City Council during the work <br />session of February i~t, proposals for cpmmisSioning Agent services were solicited on <br />behalf of the City. Two proposals were~received from the firms of Hallberg Engineering <br />and Karges-Faulconbridge. BOth firms are fully qualified to perform the Commissioning <br />Agent duties; the basic differenCe in thelproposals is in the hours allocated to each phase <br />of the project. Duril!g the wOrk session:earlier this evening (02/22), the proposals were <br />discussed with the construction manage.m6nt representatives (3D/I) and a staff <br />recomlnendation will be rnade for consideration during the regular Council meeting. A <br />summary of the proposals, prepared by 3D-I,.is attached to this case for your review and <br />will be discussed during the wOrk sessi6n~ <br /> <br /> The City currently utilizes 800mhz radios for public safety communication and <br />Nextcl phones for public works, city staff and public safety cell phone and direct com~ect <br />services. Given the City's reliance on these Communication networks, the need to <br />provide an antennae booster within the building that will serve both 800mhz and Nextel <br />has been identified. ~Staffhas :met With a representative fi'Oln PSC Alliance, h~c. to <br />perform the design services for the antennae booster system for the entire Municipal <br />Center. The cost of the design services js estimated at not to exceed $8,500.00. As of the <br />preparation of this case, staff is in the P~ocess of revising the proposal from PSC <br />All lance, Inc. and will providethe proposal for review during the 2/22 work session. <br /> <br /> <br />
