There <br />will likely be some ripple effects from the Barium Street closure. The Committee felt the <br />elements that are very closely related are the ~4 closure, the free right turn lane added for <br />eastbound CSAH 5 to southbound TH 47, and the pedestrian signal. There is currently a <br />crosswalk painted at the location of the proposed signal, which gives a false sense of security, <br />and the Committee felt that crosswalk should beremoved immediately. <br /> <br />Councilmember Cook noted when the crosswalk with a pedestrian light was discussed near the <br />vicinity of 142"~ Avenue the state indicated it was better not to have a crosswalk at the <br />intersection because it increases the accidents due to the false sense of security. <br /> <br />Assistant Public Works Director Olson indicated he appreciates that the ¼ access was a solution <br />that would provide access into the shopph~g center, as well as the bank property from the south. <br />However, it will be a very difficult thing t° get a pedestrian signal on TH 47, and the residents <br />heard that the approval of the ¥4 access was contingent on the signal. During a pedestrian volume <br />study that was conducted by MnDOT, only one Pedestrian crossed. The pedestrian wan'ants for a <br />signal are about 180 pedestrians per 8 hours. <br /> <br />Councilmember Elvig questioned if Assistant Public Works Director Olson is suggesting the <br />Council move forward on the ~ access median, but the contingency of the crosswalk is a mistake <br />at this time because it holds up everything else. <br /> <br />Assistant Public Works Director'Olson eXplained there were residents that heard that the ¥4 <br />access was contingent on the pedestrian signal being installed. The Council could take action on <br />it, and when they find out it is not Possible it could be brought back to the neighborhood. <br /> <br />Mayor Gamec stressed the need to go forward with the Y4 access, as stopping the traffic from <br />going across will make a big difference. <br /> <br />Councihnember Cook suggested closing 142nd Avenue and going to a full median closure might <br />change this whole intersection. <br /> <br />Assistant Public Works Director Olson replied a full median closure would not help the <br />businesses. <br /> <br />Councihnember Elvig commented there were some strong voices being heard at the Public <br />Works meeting, and people madegood points abOut the pedestrian access.
