Councihnember Strommen stated she aPPreciates how the green space is involved in the comprehensive plan process. She is conc~rnedin the near future about the abandoxm~ent of the septic systems. Some language should 'be included regarding this before the ordinance is adopted. Councillnember Elvig inquired about the PUD concept in relation to the clustering. Councihnember Cook noted the 'pUD's Would Provide the City with more control over how things happen on the property. Motion by Councilmember Pearson, seconded by Councilmember Jeffrey, to introduce an ordinance to amend City Code chapter 9 to amend development standards in the R-1 Residential District. Motion carried. Voting Yes: Mayor Pro Tem :Elvig, Councilmembers Pearson, Jeffrey, Cook, Olson, and Strommen. Voting No:: None. AbSent: Mayor Gamec. Case #8: Adopt Resolution to Schedule a Public Hearing Regarding the Establishment of a Housing and ;Redevel°Pment Authority HRA Executive Director Frolik reViewed that the City has been in discussions about the creation of a Housing and Redevelopment Authority (HRA) in recent years. In recent months, staff has been directed to begin the process of establishing an HRA. At the February 1, 2005 City Council Work Session, staff presented a schedule of ~asks to be accomplished with respect to establishing an lIRA. In accordance with State Statutes, it is necessary for the City Council to adopt a resolution scheduling a public he~ing to consider the establishment of an HRA. The proposed resolution would conduct the pUblic hearing at 'the February 22'a City Council meeting. State Statute also requires that the City seek ~the approval of the Anoka County HRA and the Department of Employment and Economic DeVelopment (DEED) to establish an HRA. She advised staff recommends that City CounOil adopt the proposed resolution scheduling a public hearing date. Staff also requests that the Mayor and City Administrator be authorized to for~vard written requests for the formation °fa Ramsey HRA to the Anoka County HRA and DEED. Motion by Councilmember Jeffrey, seconded, by Councilmember Olson, to adopt Resolution #05-02-050 to schedule a public hearing otto: February 22, 2005 for the consideration of establishing a HRA; and to authorize the Mayor and City Administrator to seek approvals fi'om Anoka County HRA and DEED fol' the formation °fa Ramsey HRA.
