Commissioner Brauer stated that even if it !s called a detached townhome, to him it looks like a
small house on a small lot. He agreed that;itfeels like the applicant is playing games with how
much he can get on the Site. He is concem~ed that if they allow these here they will see a lot of
people trying to cram too many small homes on small lots.

Mark Strandlund stated that the homes are not small; they are over 2200 square feet.

Commissioner Brauer indicated that the lots are still small, and do not meet any regular setback
requirements. '~

Mark Strandlund showed pictures of his proPosed product, noting the basement could be finished
or unfinished. He stated they all have different fronts so they do not look the same. The market
for this product is empty nesters, Which cuts idown on traffic trips.

Chairperson Nixt read from the PUD Code, highlighting the portions that require the
development have a design compatible with the surrounding land use, and that the proposal not
have a detrimental affect on surrounding p~operty. He stated he is also not convinced this will
not impact the wetlands, natural barriers or steep slopes.

Chairperson Nixt stated he thinks this development is trying to cram too much in a small space,
and he thinks it fails on many factors of the PUD Code. He indicated the private road location is
also an issue for him.

Motion by Commissioner Johnson, seconded by Commissioner Brauer to table the proposed
sketch plan to the February 3, 2005 Regular Planning Commission meeting.

Delores Fix, 6055 157th Lane, stated she has lived in Ramsey for 30 years. She indicated 157th
was a dead end street for 20 years. She indicated she realizes things change, but it has become a
thoroughfare. She stated she has to be careful jUst going to her mailbox. She questioned why
there would not be an outlet to COUnty Road 51 from this development.

Associate Planner Wald advised that the County will not allow another exit onto Nowthen
Boulevard, and it would be difficult for the developer to do that because of wetlands.

Ms. Fix indicated the City needs to slow down the traffic on Nowthen Boulevard so residents can
get out from 157th Lane.

Commissioner Brauer suggested she contact the County and start the process to encourage the
County to reduce the speed limit.

Guy Petro, 6140 157th Lane, indicated he moved to Ramsey in 1979. He indicated he knew it
would eventually be developed, but he was !surprised at the density proposed. He stated he has
the same concerns as Delores on the traffic. He indicated he is disappointed with the
development to the east, as there was supposed to be a gate to keep the traffic from going
through, but that did not happen.

Planning CommisSion/January 6, 2005
