Assistant Community Development Director:Frolik advised that as the Planning Commission is
aware, the Comprehensive Plan. amendment to consider extension of urban services to the
northern areas of the City is still in process. She stated that for that reason, City Staff is of the
opinion that it is premature to make any recommendations on the proposed plan for the gun club
property and recommends tabling any decisiOns on the sketch plan.

Assistant Community Development Director Frolik explained that Oakwood Land Development
has applied for sketch plan approval to develop 165 urban service single family residential lots
on the 102 acre site generally known as .the St. Anthony Gun Club. Assistant Community
Development Director Frolik explained that development of the property with urban services
depends on the outcome of the current Comprehensive Plan amendment being processed to
consider extension of urban services to the north of the current Metropolitan Urban Service Area
boundary.

Assistant Community Development Director Frolik further advised that there are substantial
wetlands on the proposed plat thatiwill need to be delineated and encumbered with drainage and
utility easements on the preliminary and final plats. She indicated the grading and drainage plan
will have to be reviewed and approveO by the Lower Rum River Water Management
Organization (LRRWMO). She added that the sketch plan also identifies filling .36 acres of
wetlands for roads. She stated the Wetland Conservation Act establishes a sequencing process
for wetland filling, and the LRRWMO is:also responsible for administration of the Wetland
Conservation Act.

Assistant Community Development Director Frolik stated that because the proposed
development will disturb more than 80 acres of naturally vegetated and forested land, an
environmental review is required. An Environmental Assessment Worksheet (EAW) will be
required as a part of the preliminary plat submittal. She indicated the property has been
documented to contain contamination from lead shot. She advised that costs associated with the
cleanup will be borne by the developer of the property. She indicated that a Tree Preservation
Plan will be required at the time of prelimin~ary plat review and approval.

Assistant Community Development Director Frolik stated that a traffic generation analysis will
be required at the time of preliminary plat ~review. She noted that the sketch plan proposes to
provide public access from 3 entrances onto Variolite Street, which is acceptable to the
Engineering Department. She indicated TraProck Street is also proposed to be extended north
into the plat from Traprock Commons to the south. She stated at the time Traprock Commons
was platted, Traprock Street was-terminated in a temporary cul-de-sac with the intention of
eventually extending Traprock to serve the property to the north.

She stated the proposed plat will be reviewed for park dedication requirements by the Park
Commission at their January meeting

Commission Input

Planning commissiOn/January 6, 2005
