Chairperson Nixt noted that whiie this is not a public hearing, he would take brief comments
from the audience.

Commissioner Brauer reiterated that the extension of the MUSA line has to happen first,
therefore people have another chance to speak to the City Council about extension of the MUSA
and this development.

Del Fredricks, 7550 158th stated that concerning MUSA, if it were extended, he asked if
everyone affected would get notice of the change. He indicated that when Staff followed the 300
foot rule for this development, he did not receive a notice.

Community Development Director Trudgeon advised that there will be several notices going out
about the MUSA proposal. He stated the first meeting will be in January for nearby homes, and a
larger area notice on the Comprehensive Plan process will be held in February, with notices sent
to all individual homes. He indicated the tentative date for the Comprehensive Plan meeting is
February 24th,

Bud Augst, 15700 Traprock, asked if the City Council would consider not opening up Traprock.
He stated this development proposal already has three entrances onto Variolite, and he is
wondering if Traprock could remain a cul-de-sac.

Chairperson Nixt indicated the City Council and Planning Commission just held a joint meeting,
and one thing they talked about was a road plan to meet the needs of the city for the next ten to
fifteen years. He stated he believes this development would be overlayed in that review.

Assistant Community Development Director Frolik noted that City Code requires connectivity
between neighborhoods, and the supporting documents for Traprock Commons says the road will
be extended to the north.

Community Development DirectOr Trudgeon added there will be a traffic generation study
completed before the parcel is platted so the neighborhood will know where the traffic is
expected to go.

Mr. Augst stated that right now there are only a handful of residents on Traprock by the Gun
Club, and this development is proposing 165 new homes that will drive by them. He indicated
he is very concerned about traffic.

Mel Stienke, Traprock, indicated he is concerned about all the building being done in Ramsey
and the size of developments that are being allowed. He stated if you look at the services
Ramsey has, such as limited schools, there needs to be a plan to improve the services before the
City allows all these developers to' come into the city. He indicated Ramsey has one elementary
school, and one church. He stated there is no road system, only Highway 10, and asked how the
City will handle the need for more services.

Planning CommissiOn/January 6, 2005
Page 4: of 21
