the Planning Commission may recommend and the Council may impose, <br />reasonable conditions necessary to protect the public health, safety, and <br />welfare. <br /> <br />m. An applicant for a conditional use permit must reside at the location of the <br />proposed home occupation. <br /> <br />Subd. 3. Garage Sales, Consignment, and Boutiques. <br /> Garage sales, <br />consignments and boutiques are permitted without special permit provided they meet the <br />following standards: <br /> <br />1. Sales last no longer than five (5) days. <br /> <br />2. Sales are held no more than twice yearly. <br /> <br />3. Sales are conducted on the owner's property. Multiple family sales are <br />permitted if they are held on the property of one of the participants. <br /> <br />6. Directional signs may be placed on the street right-of-way. <br /> <br />7. All directional and advertising signs shall be freestanding and removed <br />within 24 hours after completion of the sale. <br /> <br />8. All directional and advertising signs placed on private property shall <br />have the owner’s permission. <br /> <br />9. No directional or advertising sign may be larger than two feet by three <br />feet (2’x3’). <br /> <br />Subd. 3. Inspections. <br /> There may be one annual inspection each year by the <br />Administrator of any property covered by a conditional use permit. In addition, the <br />Administrator, or their designee, shall have the right at any time, upon reasonable request, to <br />enter and inspect the premises covered by said permit for safety and compliance purposes. <br /> <br />Subd. 4. Home Occupation Permits. <br /> Home occupation permits granted by <br />this Section shall be temporary in nature and shall be granted to a designated person who resides <br />at a residential address. They are not transferable from person to person or from address to <br />address. <br /> <br />Subd. 5. General Provisions <br /> <br />a. Should a home occupations permit holder die or move to a new location, the <br />existing permit shall be automatically terminated, except that in the case of <br />death, should a surviving spouse or child, residing at the same address, <br />desire to continue the home occupation, written notice to that effect shall be <br />given to the Administrator and the Council may authorize continuation of <br />that permit without further hearing. <br /> <br />b. Home occupations permits, once granted, may be revoked prior to its <br />original revocation date by the Council for cause after hearing before the <br />Council. Complaints seeking the revocation of such permit shall be filed <br /> 5 <br /> <br />
